Job Title: Operations Manager Countywide Structures

Job Summary: We are seeking a highly experienced and skilled Operations Manager to join our Highways Operations and Design Service team at Lancashire County Council. The successful candidate will be responsible for managing the delivery of operational highway structures projects, leading and motivating a team of operational engineers, and ensuring the delivery of high-quality works for our customers.

Key Responsibilities:

  • Monitor, lead, and motivate operational engineers and their teams in delivering a wide range of highways structures projects.
  • Operate with a high degree of autonomy, making informed decisions to ensure the delivery of high-quality works.
  • Work closely with design teams to influence design choices and ensure projects are practical and deliverable.
  • Be commercially and financially aware, monitoring costs and progress within tight tolerances.
  • Have experience in dealing with third-party organizations, such as district and parish councils, the Environment Agency, Highways England, Network Rail, and the Canals and Rivers Trust.
  • Deliver exceptional customer service, promoting a customer-centric ethos across all teams.
  • Overcome emergencies by leading the team to ensure highways are safe for users.
  • Support corporate responsibilities, demonstrating political awareness and understanding.

Requirements:

  • Extensive experience in leading and managing highways operations.
  • Strong industry knowledge and operational experience in managing operational highway structures projects.
  • Ability to work autonomously, making informed decisions to ensure high-quality work delivery.
  • Excellent communication and leadership skills, with the ability to motivate and lead a team.
  • Commercial and financial awareness, with the ability to monitor costs and progress within tight tolerances.
  • Experience in dealing with third-party organizations and delivering exceptional customer service.
