Overview:

The Project Delivery Manager is responsible for overseeing the comprehensive portfolio of Network Rail's infrastructure projects. This role entails ensuring the secure and efficient execution of initiatives, assisting the Project or Programme Manager in achieving critical deliverables to satisfy client expectations regarding timelines, costs, quality, and performance.

Key Responsibilities:

1. Ensure the successful delivery of infrastructure projects in a safe and environmentally sustainable manner, adhering to time, cost, and quality standards, in compliance with the Governance of Railway Investment Projects (GRIP) and relevant Network Rail company protocols.

2. Collaborate closely with Project Managers to motivate, guide, and develop specialized teams to achieve successful project outcomes that align with the objectives of both internal and external stakeholders.

3. Implement and manage Construction Design Management (CDM) protocols associated with projects to ensure regulatory compliance.

4. Lead multi-disciplinary teams, including commercial, program controls, engineering, and others, to devise solutions that meet client needs and establish a solid baseline plan for project management through to completion.

5. Identify and manage resource planning for current and anticipated workloads, including recognizing and addressing critical resource needs.

6. Assist the Project Manager in defining and maintaining project requirements throughout the project lifecycle, as well as updating business cases that justify projects in terms of benefits, costs, and risks in partnership with clients.

7. Engage with stakeholders, considering their influence levels and specific interests.

8. Conduct project reviews at appropriate stages of the project lifecycle to inform governance decisions by assessing progress, performance, risks (both threats and opportunities), contingencies, and ongoing relevance. Develop and implement mitigation strategies for identified issues affecting projects and associated programs.

9. Manage change control in collaboration with clients and contractors by establishing and executing necessary protocols to modify project scopes and update configuration documents in accordance with Network Rail processes.

10. Support accident investigations as directed by the designated competent authority.

Qualifications and Skills:

Essential:

- A degree in a relevant field or equivalent experience.

- Membership in the Association for Project Management or equivalent, working towards chartered status.

- Proven experience and in-depth knowledge of Construction Design Management (CDM) regulations.

- Strong stakeholder engagement and communication abilities.

- Relevant experience in contracting and project delivery.

- Comprehensive understanding and previous experience in project budget management.

- Demonstrated effective evaluation and decision-making capabilities.

- Prior experience in safety management within project delivery.

- Thorough knowledge of Health and Safety legislation.

- Familiarity with Network Rail's accident investigation processes and protocols.

Desirable:

- Experience within the Rail Industry Sector, including the application of GRIP.

- Knowledge of Network Rail's project, investment, commercial, and procurement practices.

- Experience in risk identification, assessment, and mitigation.

- A flexible and proactive approach.

- A collaborative team player with a willingness to learn, challenge, and engage.

- Understanding of Network Rail's assets and their management.
