Job Title: Principal Quantity Surveyor

We are seeking a highly skilled Principal Quantity Surveyor to join our team at Perpetual Engineering Partnerships Limited. As a key member of our commercial team, you will play a crucial role in delivering projects in the UK and overseas for Defence Infrastructure Organisation (DIO) and Foreign, Commonwealth and Development Office (FCDO).

About the Role

The successful candidate will have a strong background in cost management, with experience in conducting option feasibility studies, developing comprehensive cost plans, and implementing whole life and life cycle costing methodologies. You will also have excellent procurement skills, with the ability to provide expert advice to optimise project outcomes.

Key Responsibilities
  • Conduct option feasibility studies and development appraisals to inform decision-making processes
  • Provide procurement services and expert advice to optimise project outcomes
  • Implement whole life and life cycle costing methodologies to ensure cost-effectiveness throughout the project lifecycle
  • Develop and maintain comprehensive cost plans aligned with project objectives
  • Conduct benchmarking and auditing activities to ensure quality and compliance standards are met
  • Act as an Employers Agent, representing the client's interests and overseeing project execution
  • Administer contracts and provide contract management support
  • Implement robust cost control and change management procedures
  • Monitor project progress and performance against established metrics
  • Develop contract selection strategies tailored to project requirements
  • Utilise value management and engineering techniques to enhance project outcomes
  • Identify and mitigate project risks to ensure successful project delivery
Requirements
  • Degree in Quantity Surveying or similar qualification
  • Pre and post contract cost management experience, including setting budgets, managing change, assessing risk and opportunity, and procurement
  • Experience of working as an Employers Agent, Project Monitoring Role would be beneficial
  • Experience of working with NEC, JCT, and bespoke forms of D&B Contracts
  • Infrastructure and residential sector experience is preferable, but not essential as we are looking for experience across all sectors
  • Sound IT skills, especially Microsoft Outlook, Word, Excel, PowerPoint, and SharePoint
  • Good verbal and written communication and interpersonal skills
