Senior Engineer for Development Management Implementation (DMI)
Are you an innovative and results-driven professional in Highways Engineering or Transport Planning? Tetra Tech is seeking a talented individual to play a crucial role in our collaboration with Hertfordshire County Council (HCC).
Tetra Tech has been awarded a long-term Professional Services Contract (PSC) by HCC, in partnership with esteemed co-consultants Jacobs and Tony Gee and Partners. This contract emphasizes a close-knit collaboration within the Council's unified Highways service. Our responsibility under the PSC includes managing the Development Management Implementation (DMI) Service, which supports various service areas within the One Service framework. Currently, our DMI Team comprises approximately 20 dedicated professionals.
We are looking for an experienced Highways Engineer or Transport Planner at either Senior or Principal Consultant level to lead our team, serve as a technical expert, and contribute significantly to the DMI Team. This role is both challenging and rewarding, requiring effective team management and the delivery of high-quality technical outputs to stakeholders and partners.
The ideal candidate will have the flexibility to adopt a hybrid working model, with an expectation of working in the HCC highways office at least two days a week, alongside the ability to travel for site visits and meetings as necessary.
Key Requirements:
- Extensive experience in highway design, preferably within a local authority context, though experience with private sector developers is also advantageous.
- Proven expertise in providing professional and technical guidance on highways Section 278 and Section 38 Agreement projects, including the assessment of developers' proposals and specifications for highway works.
- Demonstrated project management skills, with staff management experience being a plus.
- Ability to prepare work schedules, cost estimates, and manage budgets for highway projects.
- Experience in reviewing developers' method statements and traffic management plans.
- Conducted road safety audits at all relevant project stages.
- Performed site inspections during and after construction, including the preparation of remedial action plans and coordination with developers.
- Reviewed Transport Assessments and other transport-related documentation submitted with planning applications.
- Provided pre-application guidance to developers on transport and highways issues.
Preferred Qualifications:
- A degree or master's degree in a relevant field (e.g., civil engineering, transport planning).
- Professional accreditation, such as MICE or CIHT.
