**Job summary**:
The English Devolution and Institutions team in the Levelling Up Group brings together and coordinates the government’s policy agenda on English devolution, including delivery of the mission to extend, deepen and improve devolution in England set out in the Levelling Up White Paper. The team works across DLUHC and with a range of government departments, HMT and No10 to implement existing devolution deals; and negotiate new devolution deals. Over half of England now has a devolution deal, and will see further powers, including transport, education and housing funding, devolved to local leaders over the coming years.

The successful post holder will work with local partners and across Whitehall to implement a streamlined funding landscape for mayoral authorities in England via the single settlement policy with Greater Manchester Combined Authority and West Midlands Combined Authority.

**Job description**:

- Developing English devolution funding policy across England.
- Work across government and the trailblazer MCAs to implement the single settlement, such as establishing the outcomes framework and other commitments in the Memorandum of Understanding
- Drafting policy papers and advice to Ministers and senior officials, often with short deadlines.
- Participating in meetings with stakeholders and producing high quality papers and accurate minutes. Gathering independent research and engaging with other government departments, local government, academia and across DLUHC
- Drafting correspondence and responses to parliamentary questions.

- Ability to form effective partnerships with people both internally and externally.
- Working on strategic, complex issues, reflecting wider priorities and considering trade-offs and options.
- Balance competing demands and work flexibly to deliver timely and quality results in a dynamic environment.
- Ability to reflect wider priorities of the devolution and levelling up agenda into your work.
- Experience of working in policy context.
