Adecco's specialist Property Services Division have been commissioned to partner exclusively with a local housing association to assist them in recruiting an **Investment Manager** for their Asset Management division on an permanent basis to work out of their offices located in Wakefield.

**Job purpose**
- Be a key member of the Assets Management team leading the Surveying and Delivery Teams to monitor and control the day-to-day progress of all programmes and projects under the influence of the Asset Management team
- Work with the Asset Assurance and Procurement teams to ensure that all projects/programmes are being undertaken in a regulatory and financially compliant manner. Identifying areas of contractor improvement as well as challenging poor performance
- Deliver a high quality, collaborative and customer focussed service that will enable the organisation to meet Regulatory Standards and the needs of all internal and external stakeholders

**Core duties & accountabilities**
- Be responsible for monitoring, analysing & measuring of progress on the financial and performance position to ensure successful delivery of the Capital Reinvestment Programme
- Ensure that information relating to the Reinvestment Programme is collated accurately and reported in accordance with internal and external deadlines and standards
- Work with the Investment Performance Manager and Investment Planning Manager to ensure that finance and performance reports are produced monthly for presentation to Quality Assurance Group and Reinvestment Boards within set deadlines
- Support the Investment Programme Manager in carrying out the duties of Client and designer/Principal Designer, in accordance with the requirements of the Construction, Design and Management Regulations
- You will be responsible for overseeing professional building surveying expertise. To provide technical surveying guidance on building architecture, fabric and associated infrastructure. Specialist advice will be provided on defects, determining significantrepairs, replacements and/or upgrades across the portfolio
- Actively support developing strategies, plans, property interventions and carrying out all building surveying related functions
- Deliver and embed a performance culture across the teams, in collaboration with other managers, ensuring a framework is in place and maintained to measure, monitor and report on performance and risk in line with compliance framework
- Maintain an in-depth and current knowledge of all relevant legislation (including planned updates) and best practice relating to all areas of construction law, contract administration/management, asset management, investment planning, delivery of specialisttechnical support and compliance/regulatory standards, ensuring compliance with all relevant legislative, regulatory, and health& safety requirements
- Research best practice both inside and outside the Housing/Construction sectors and identify opportunities to develop enhance and continuously improve the service
- Provide expert advice and produce timely reports to support the Investment Programme Manager and Service Director, management teams and project teams on matters relating to your service area
- Develop comprehensive programmes of work, managing the team in obtaining all required statutory consents/approvals and delivery of pre contract works/services (including statutory surveys e.g., asbestos), maximising opportunities to sweat/increase the returnon assets, developing innovative solutions to maximise opportunities for efficiency, delivering a strategic approach to value for money, contributing to achieving and sustaining the Decent Homes Standard and other emerging standards
- Manage the timely delivery of pre-scoping surveys to validate stock condition/nonstock condition business plan assumptions (including liaison with the Investment Planning Manager
- **_Highly Desirable_** - A qualification at Level 6 of the Framework for Higher Education Qualification, such as a First Degree, Award, Certificate or Diploma at level 6 or equivalent
- **_Highly Desirable_** - IOSH Managing Safely qualification
- Leadership and line management experience in a property related field, with the ability to motivate and encourage teams to achieve targets and deadlines
- Significant experience in a business planning/scheduling and/or analytical based role
- Proven track record in a position in the property services department of a large RSL or local authority, for the setting of programmes of work, monitoring, analysing, and reporting on these
- Significant experience of managing a multi-disciplinary team within a performance related culture and have a successful track record of leading and managing projects to achieve change and producing outcome related improvements
- Excellent communication and project management skills

**Salary & Benefits**
