**Department Overview**
The Finance & Performance Directorate plays a critical role in protecting the Bank’s financial position and reputation. The overall purpose of the Directorate is to contribute to the successful execution of the Bank's aims and objectives by ensuring it has an appropriate financial platform for its broader responsibilities, and for the challenges facing an organisation of more than 4,000 staff, with annual expenditure of circa £700mn.

The Finance & Performance Directorate has four main Divisions, Financial Reporting & Control, Financial Analytics & Insight, the Corporate Investment Portfolio Office and Finance Strategy.

**Job description**
This is a people management role. You will be responsible for day to day management of the team and for defining roles and responsibilities. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area's aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for managing all staff-related matters that may arise including performance, absence and sickness.

This role is a people manager role responsible for business partnering with the Central Services areas of the Bank. The role will have exposure to the Deputy Governor Chief Operating Officer (DGCOO) of the Bank, as well as Executive Directors for the Central Service and Other Support areas of the Bank.

You will lead two/three direct reports and will be responsible for the financial planning, reporting, control and monitoring, including cost challenge, scrutiny of control, effective MI and ensuring value for money for the Technology areas of the Bank.

**_Key areas of responsibility_**
- Control and manage the Central Services and Other Services budgeting/Forecasting process, provide control and challenge on actual costs.
- Support the CS/OS directorates to providing or analysing ideas on cost savings.
- Coordinate and leverage the financial activities performed directly by COO directorates.
- To become the go-person for Finance matter for CS/OS. Manage the CS/OS FBP/Analyst team
- You will review and challenge Central Services resource requirements (headcount, direct and capital expenditure requirements), ensuring they are accurately captured and deliver value for money.
- You will be responsible for the monthly forecast at programme and project forecasts and acting as the main liaison point with project managers, accountable leads, Portfolio Office and Finance teams as necessary.
- You will ensure timely preparation of monthly financial status reports for management meetings and present financial performance to boards where appropriate.
- You will be the key contact for taking care of financial queries and will work closely with a wide variety of stakeholders across the Bank including the Central Services Leadership Team, local leadership teams, COOs, Finance, Technology and the Portfolio Office.
- You will ensure month end activities are proactively conducted with mínimal or no error.
- You will monitor actual and forecast spend against budget/plans and ensure effective use of early key warning indicators and cost performance measures for reporting.
- Provide programme / project cost commentary to Central Finance on a monthly basis.
- You will be the acknowledged financial expert for the programme / projects, responding to both regular and ad-hoc requests for financial information within the Bank and externally.

**Role Requirements**
- Qualified Accountant with at least 5 years post qualified experience
- Experience in forging strong relationships with senior stakeholders
- Significant experience of stakeholder management, and ability to represent the Directorate (internally) and Bank (externally)
- Strong experience of establishing relationships with other central banks and similar organisations on the sourcing and assessment of performance benchmarks
- Prior experience of managing and leading a budgetary process (ideally in an FP&A role) in a relevant sector.
