**Job description**:
The publication of the Williams-Shapps Plan for Rail means that we are at a pivotal moment in the life of the railway, as industry reforms to focus more on the passenger.

Williams-Shapps plan for rail

Passenger Experience Policy covers most aspects of a person’s journey by rail, including how they buy their ticket; what they pay for it; what happens if the journey goes wrong; and how the journey meets their accessibility needs. These aspects are up front and centre in the plans for rail reform, and you will be making a significant contribution to the success of these reforms.

Our Ticketing and Retail team sponsor the delivery of several areas of this transformative programme. The programme has customer service at its heart and will do away with the outdated experience and replace it with a customer offer fit for the 21st century, to attract new passengers, drive revenue growth and deliver cost savings. This is of fundamental importance to government, industry, and passengers as we work to ensure the railway recovers post-pandemic.

Our team provides analysis, briefing and advice on all aspects of rail fares and ticketing, and collaborates with colleagues in the Market Teams, who manage the real time interface with train operators and the Great British Railways Transition Team. We focus on designing policies that aim to improve the rail passenger experience.

As Smart Ticketing Policy Advisor, you will take forward a range of high-profile and rewarding work in a multi-faceted policy area which is a key priority for the Secretary of State. This is an exciting time within the rail industry, and you will have the opportunity to work with, and influence a variety of partners including regional transport authorities, the rail industry, and suppliers.

**Your key responsibilities will include**:

- Supporting the development and design of policy for smart ticketing and third-party retailer policy, considering different approaches and the needs of different markets
- Acting as a client for the development of a business case to approve procurement of what will become Great British Railways’ website and app
- Working with the Bill Team to ensure that legislation on Great British Railways empowers the delivery of our transformative programme.
- Working on high-profile Government commitments to improving the fares and ticketing agenda
- Building and maintaining relationships with a range of internal and external partners, including industry representatives, Great British Railways and external technical experts
- Drafting briefings and correspondence and contributing to high quality briefing notes, business cases, submissions, Parliamentary Questions, and other correspondence.

You will have the option to be based either in London attracting the London pay scale, or in Leeds or Birmingham attracting the national pay scale. Occasional travel may be required to attend team meetings.

A minimum of 40% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

You will confidently engage with and influence internal and external partners at all levels and enjoy bringing together diverse views and perspectives.

You will have the ability to analyse qualitative and quantitative evidence to inform decision-making and deliver objectives in an environment of change.
