**Summary**:
The primary role of the Career Management Directorate, in apportioning workforce to fill establishments, is to balance the Service need with personal aspirations, within a framework of overall Career Management. It manages the careers of all officers, non-commissioned, and ground trades personnel. The Career Management Support Area of Responsibility (AoR) provides support functions to Career Management (CM), HR Centres, and the wider Royal Air Force (RAF). The Team delivers policy advice and direction, functioning across promotions, appraisals, Terms and Conditions of Service, Medical Casework, CM Standards and Evaluation and RAF Disclosures.

The Terms and Conditions of Service (TCOS) Team Leader will effectively manage the TCOS Team to handle information provided by service personnel and Human Resource (HR) Centres to deliver processes including Employability Review Boards, Change of Engagements, Promotions and Terminations. The Team Leader will also provide policy advice to HR Centres, Career Managers and Service Personnel, manage casework and more complex policy queries ans well as wider stakeholder engagement across the services.

This position is advertised at 37 hours per week.

**Job description**:
This role presents an exciting opportunity to support the delivery of key HR and Terms and TCOS functions to all Officers, Ground Trades, Non-commissioned Aircrew and Terminations within the RAF.

The role is to ensure effective management of the TCOS Team, in handling the information provided by service personnel and Human Resource (HR) Centres, understanding how this information and the activities of the TCOS Team meets the requirements of a diverse range of stakeholders in delivering service-specific HR processes.

TCOS supports Career Managers (CM) across all Branches, Trades and Professions in the RAF allowing for diversity in role and requiring establishment of relationships with a range of stakeholders including CMs, Branch and Trade/Professions advisors and unit/HR Centre staff to ensure effective and efficient delivery of each function. The role will also include wider engagement and collaboration with MOD and other single service staffs within the RN and Army.

CM Support is an exciting and diverse team which would suit a motivated and passionate individual who is keen to support the wider CM organisation and RAF.

**Responsibilities**:

- Line Manager for 2 x EO and 5 x AO staff members in accordance with Civil Service and RAF managing staff guidelines.
- Deputising responsibilities in the absence of SO1 CM Support.
- Understand the department’s objectives and communicate how the work of your team contributes to them.
- Set direction for your team, by working with them to establish and review SMART objectives.
- Regularly discuss performance with your team and provide constructive feedback and guidance.
- Tackle difficult issues promptly and confidently and effectively managing conflict.
- Ensuring the development of staff and self, creating an inclusive culture by valuing different backgrounds, experience and skills.
- Allocate tasks so all functions are covered effectively and efficiently.
- Provide supervision and management checks of the team’s output to ensure accuracy.
- Deal with complex queries passed via TCOS staff, SO1 CM Support or directly from key stakeholders.
- Approve or decline officer Extensions of Service (< 6 mths).
- Authority for Ground Trade Promotions.
- Decision Body for Employability Review Boards (OR6 and below).
- Review and develop TCOS/Career Management Policy, including stakeholder and legal collaboration.
- Provide SME input to Service Complaints, Ministerial Correspondence, AMP Briefing Team, GEMs and ASTRA challenges.
- Identify and Manage Risk and Continuous Improvement within TCOS.
- Provide cover SO1 CM Support as required.
- Carrying out other duties, commensurate with your grade and appropriate to the work of CM Support, as detailed by Line Management.
