Consultant in Public Health, Prevention and Health

All senior-level roles in the integrated care board (ICB) share the common purpose and responsibility for planning and allocating resources to meet the four core purposes of integrated care systems (ICS); to improve outcomes in population health and healthcare; to tackle inequalities in outcomes, experience and access; to enhance productivity and value for money and to help the National Health Service (NHS) support broader social and economic development.
The post holder will support the Chief Medical Officer (CMO) to provide leadership and strategic direction for the ICB to improve and protect health and wellbeing and reduce inequalities by identifying needs and priorities; and commissioning, managing, and evaluating services. This will require engagement with a wide range of stakeholders to build joint collaborative approaches to improving and protecting health. The post holder will lead on population health management, embedding public health principles within the ICB and ensure a strong focus on equity of health outcomes. In delivering the strategic objectives the post-holder will be expected to demonstrate expertise in the full range of competencies as set out by the Faculty of Public Health for Consultants in Public Health.
The postholder will operate strategically across the ICB corporate directorates and be a key interface between the ICB and ICP and their complementary agendas on population health, Marmot inequalities and equity of access, amongst others.
They will work closely with Cornwall Council director of public health/familiarity with core Council public health responsibilities; in order to lead population health programmes across CIOS (with a specific focus on population health including the priorities associated with Marmot region programme and strategic links to the CORE20PLUS5 programme).
The postholder will take responsibility for development, implementation and delivery of policies which may include taking the lead in developing detailed inter-agency / interdisciplinary strategic plans and programmes based on needs assessments which may lead to service specifications.
Part of this role is to add an academic perspective to all public health work undertaken. Specifically, to be able to critically appraise evidence to inform policy and practice, identify evidence gaps with strategies to address these gaps, undertake research activities of a standard that is publishable in peer-reviewed journals, & demonstrate competence in teaching & learning across all areas of public health practice.
The post-holder will advise on Public Health initiatives & demonstrate this via a population health outcome framework which they will lead on.
