**Job summary**:
HMRC’s Fraud Investigation Service (FIS) is responsible for the department’s civil and criminal investigations. FIS ensures that HMRC has an effective approach to tackling the most serious tax evasion and fraud. FIS is home to a wide range of people with a variety of skills and professional backgrounds - including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach.

The Economic Crime (EC) deputy directorate forms an integral part of the HMRC Serious Fraud Strategy. Working closely across the department and the wider Law Enforcement community, using specialist expertise and modern technology we put illicit finance at the centre of operations. Our teams tackle the financial aspects of cases that will ultimately deter, disrupt and remove assets from tax fraudsters.

**Job description**:
As a Civil Recovery Investigator, you will be expected to take on a fraud and avoidance-based insolvency investigations, being proactive and innovative in your approach using your knowledge and expertise in recovery legislation or your understanding of the tax regime to identify and develop an appropriate intervention strategy ensuring a cash recovery to HMRC.

You will be expected to work closely with colleagues across FIS and other parts of HMRC and also engaging pro-actively and positively with private sector Insolvency Professionals to help secure and recover tax losses owed HMRC cases. This will involve the use of pro-active civil recovery tools such as freezing injunctions and a detailed understanding of post insolvency tools and legislative remedies such as insolvency act offences.

There will be a strong emphasis to maintain pace in cases. You will be expected to lead on case tactical planning, utilising the expertise and resource across the team, working together with wider FIS stakeholders and others to deliver and secure yield.

You will liaise with HMRC Solicitor's Office to gain clarity on legal points around your casework, and work with technical specialists to devise clear and operationally sound strategies to ensure a recovery for HMRC and/or disruption of the fraud/avoidance.

You will have responsibility for leading on projects relevant to the work area and working alongside G7 case directors for setting and agreeing insolvency strategies in your casework.

Additionally, you will:

- Be accountable for a portfolio of civil recovery cases requiring an in-depth knowledge of civil recovery legislation, tools, and enforcement techniques.
- Be expected to develop a strong working knowledge of insolvency regimes, HMRC powers as a creditor, civil recovery tools and how these can be used to recover assets to pay HMRC debt and undertake a professional insolvency course and examination.
- Work closely with the G7 case director to develop, implement and co-ordinate agreed strategies and tactical planning for cases requiring an in-depth civil recovery knowledge and in support of FIS operations.
- Ensure casework focus is aligned with EC strategic aims and objectives.
- Draft and assure court witness statements/affidavits.
- Manage complex disclosure issues.
- Provide specialist civil recovery technical support to your team(s) and ensure lessons learned, best practice and innovative strategies are communicated through organisational learning opportunities.
- Promote the benefits and advantages of civil recovery tools and early development of recovery tactical plans as an impactive disruptive response in both civil and criminal investigations.
- Work closely with G7 Case directors to maintain and enhance established case pipelines and developing new pipelines that contribute to delivery of the business’s strategic objectives and yield targets.
