**Job summary**:
Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.

We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our Department for International Trade commercial team delivering departmental objectives.

**Job description**:
Reporting to the Deputy Director Commercial and leading a small team of around 6 people you will be responsible for developing and delivering on two distinct but connected outcomes: a commercial capability strategy, mapping the required level of skills and knowledge for different stakeholder sets across the departments, analysing gaps between current and required capabilities, and implementing interventions to close the gaps; and leading the commercial team and the department through the upcoming changes to procurement regulations ensuring that the people can access the appropriate information, guidance, tools and templates to enable them to make the most of the opportunities that these changes offer.

You will develop and implement commercial polices and standards and a capability platform that enables people across the department to undertake the commercial elements of their roles and ensure compliance with UK Government policies, supported by clear policies, guidance and templates. To do this you will take a strategic approach when managing relationships with all customers and stakeholders, both internal and external, and collaborate with other departments and/or agencies.

You will work closely with many teams within the Government Commercial Function (GCF) and DBT to understand the requirements they have and the support they offer to inform and implement your plans, tailoring policies, guidance and training to match the specific needs of the different stakeholder sets across the department.

You will be an active member of the Senior Leadership Team within DIT Commercial and be a visible and effective leader in the Commercial Team, the Government Commercial Function and the wider Department, contributing to team knowledge and sharing experience and skills with others. You will ensure the maintenance of commercial and corporate records and compliance within your area of responsibility. You will manage DBT and external stakeholders at all levels within the organisation in a manner which secures their buy in to your objectives.

**The main responsibilities are likely to include:

- **
- Refresh and implementation of the DBT commercial capability strategy, securing engagement from all relevant stakeholders.
- Delivering effective implementation of the new procurement regulations across the department in terms of policies, guidance and capability support.
- Improving commercial awareness and capability across DBT to ensure commercial best practice is applied through all phases of the commercial cycle to deliver greater impact.
- Active support to the team in the sponsorship centre of expertise to provide an effective policy and capability framework suitable for integration into the wider GCF capability framework.
- Lead at the most senior level on commercial policy relationships across government including Cabinet Office, CCS, Other Government Departments (OGDs) and the Government Commercial Function to build and implement a commercial policy plan to ensure our commercial policies are comprehensive and compliant with latest government policy covering the whole of the commercial lifecycle whilst ensuring they are appropriate for the department and provide an enabling platform for make it easier for people to undertake their roles.- Continuing to embed GCF’s contract managemen
