The Lead Freedom to Speak Up Guardian (FTSUG) will be a visible advocate in protecting patient safety and the quality of care in Hampshire Hospitals NHS Foundation Trust. They will demonstrate compassionate leadership and improve the experience of colleagues speaking up by providing specialist advice, support, identifying and addressing any barriers to speaking up and promoting a positive speaking up culture. The Lead FTSUG will ensure that as a result of issues being raised there is an opportunity for learning and improving across HHFT.

The Lead FTSUG will work independently and act impartially. They will work with the Chief Nurse to support the organisation in becoming a more open and transparent place to work, where staff are valued for speaking up.

The post holder will manage highly sensitive and confidential information utilising the FTSU database.

The post holder will provide analysis of data and work with senior managers to provide a triangulated analysis with relevant statistical sources.

The FTSUG will provide support to the Board in the development of a FTSU organisational vision, identifying gaps in speaking up provision and engaging with key stakeholders to lead on the development of a FTSU strategy and implementation plan.

Writing and providing accurate and analytical reports, the FTSUG will report to the Trust Board, Quality Committee and where appropriate Workforce Committee to provide analysis of FTSU data, themes, identified learning and recommendations.

The post holder will liaise with NHS Improvement and other external bodies to monitor FTSU processes and the organisational response to FTSU and provide relevant analysis of data.

The FTSUG will work with the Board to guide them in the creation of an open culture which is based on listening and learning and not blaming.

The FTSUG will facilitate Board development sessions to enable the Board to gain a full understanding of FTSU role and to support the Board in the development of a FTSU vision.

The post holder will undertake research to assess the awareness of FTSU and the attitudes of staff to speaking up.

The post holder will meet regularly with the Trusts CEO, CPO and CNO to highlight areas of concern, feedback themes from staff speaking up and share experiences and outcomes. This will enable the identification of patient and staff safety issues, wrongdoing, cultures of bullying, and wider trust issues.

The post holder will lead on the development and review of the FTSU policy, working with other managers with responsibility for policy development to ensure all other relevant policies are cross referenced to FTSU.

Working in partnership with the Communications team the FTSUG will develop and deliver communication and engagement interventions aimed at:

- Increasing the understanding and visibility of the Lead FTSU Guardian and FTSU Guardian roles amongst the organisations workforce.
- Promoting speaking up processes and sources of support and guidance, demonstrate the impact that speaking up is having in the organisation, and appropriately ‘celebrate’ speaking up.

Ensure the freedom to speak up message is relayed to all staff.

The post holder will ensure that staff are aware of, and have access to, support to help them speak up.

The FTSUG will be a highly visible individual, who spends time with ‘front line’ staff providing expertise in developing a safe culture which supports and encourages staff to speak up and if necessary advising them on how to raise concerns, including externally.

The post holder will deliver presentations to groups of staff and managers, such as team meetings, governors, and Quality leads.

The FTSUG will develop and coordinate a network of ambassadors who will work for cultural change and FTSU to ensure FTSU is embedded within the cultural change proces
