**Job summary**:
Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Network (ESN) Programme is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics and fire-fighters.
There are over 100 Emergency Service organisations and over 300 other user organisations who will implement ESN across England, Scotland and Wales.
ESN will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.
ESN is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the Emergency Services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology. This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.

**Job description**:
This role focuses on strategic planning and assurance, you play a pivotal role in bridging the gap between user expectations and programme delivery. Your expertise lies in understanding client needs, industry regulations, and project goals. You collaborate closely with project managers, stakeholders, and technical teams to ensure that requirements are meticulously documented, prioritised, and aligned with strategic objectives.
- Understand the broader strategic context of the programme and align requirements and their associated evidence with organisational goals and long-term vision.
- Provide insights on how requirements contribute to strategic outcomes.
- Ensure evidence frameworks align with user expectations and programme objectives.
- Strategic design and delivery of programme wide processes for requirements evidence and assurance.
- Work closely with project managers to align requirements and evidence.
- Work with requirements management colleagues to implement quality control processes.
- Verify requirements evidence with suppliers, workstreams and Users aligning evidence with user expectations and programme milestones.
- Provide Management Information strategy for Requirements Management to provide to Programme Leadership.
- Communicate changes to relevant stakeholders.
**Person specification**:
You will have:
- Proven experience as a Requirements Manager, Business Analyst or Consultant.
- Analytical skills and attention to detail.
- Familiarity with software development processes.
- Familiarity with requirements management and assurance approaches and industry best practice.
- Excellent communication and collaboration abilities.
- Strategic mindset with the ability to align requirements with organisational goals.
**Essential Criteria**:
You’ll have a demonstrable passion for delivery with the following skills or strong experience in:
- Able to identify, escalate and mitigate risks and resolve issues with demonstrable ability to find innovative ways to resolve problems.
- Working with diversified teams and to communicate within the programme at all levels and externally with supplier and users in a non-technical manner.
- Experience of advising on available standards, procedures, methods, tools and techniques.
- Proactive outlook with the ability to recommend and improve processes.
- Strong interpersonal skills. The ability to establish credibility and exert influence with key stakeholders and suppliers.
- Able to demonstrate experience of working across multiple teams drawing together skills, experience and resources to achieve results and overcome issues.
