A Property Information Officer is responsible for analysing and interpreting data from a variety of sources, often presenting the information to other departments within the Authority, most notably Highways, Legal Services, and Capital Projects amongst others.

They are responsible for responding to enquiries from external customers, both businesses and members of the public. They may also, from time to time, be required to train other members of the team and officers from the wider authority on certain aspects of the role or systems used.

The role holder is required to interrogate individual legal documents and use their initiative to identify pertinent information that needs to be stored in the Terrier system and Concerto database. They are responsible for managing, analysing and interpreting data that is essential to the development of the WSCC Corporate Asset Strategies, systems development to allow for efficient working practices, and also providing statutory reporting functions to meet certain legislative criteria (e.g. IFRS16 and Subject Access Requests under GDPR).

They are required to have knowledge of the Freedom of Information Act and Environmental Information Regulations to respond to requests for information precisely and within the required time frame, whilst adhering to the requirements of the regulations.

The role provides key site management information to consultants working on, for example, WSCC capital projects and One Public Estate projects as well as WSCC departments completing large scale projects such as decarbonisation, energy schemes, ash dieback management and Early Help rationalisation. This information allows for effective decision making for project managers on these schemes to ensure public money is not wasted on non-viable projects.

**Experience and Skills**
Key Skills:

- Excellent analytical and problem-solving skills with the ability to analyse complex issues and research and interpret data from a variety of sources to produce information and reports with mínimal guidance.
- Excellent IT skills including GIS, Word and Excel (or equivalent packages) for word processing, data processing, maintaining computer databases and production of statistical data etc.
- Sound written communication skills, especially the ability to present research findings in a concise way and summarise information so as to not lose context.
- Sound communication and interpersonal skills in order to interact effectively with a range of customers and create and maintain effective working relationships.
- Ability to organise / prioritise work, co-ordinate a variety of tasks in a clear and logical way and meet agreed deadlines which minimises the disruption to the business.
- Quick to adapt to new systems and comfortable advising other users on how to use said systems.

Qualifications and/or experience:

- Demonstrable experience working in a data-rich environment. Preferably in an environment where data has been in both hard and soft formats and both current and historic.
- Experience in data interpretation, analysis, recommendations and presentation.
- Experience in a customer centred environment.
- Experience in dealing with information requests under statutory regulations.
- Experience of working with legal documents and working within GDPR regulations.
- Legal qualification and/or GIS experience - Desirable
