You will work within the Chief Operating Officer’s Function which is part of the HMPPS Prison Supply Directorate. The work of the Directorate includes the delivery of 20,000 additional prison places, which is one of HMPPS/MoJ’s highest priorities with a high-level of ministerial exposure/involvement. You’ll be part of a highly supportive and engaged team delivering at real pace, making this both an interesting and rewarding place to be.

The Chief Operating Officer’s Function comprises the Central Portfolio Strategy and Briefing Team, the Portfolio Management Office (PMO), Stakeholder Managers and Long-Term Estate Strategy teams. The teams are cross-cutting and work together to improve delivery and strategic vision across the directorate.

We are looking to recruit strategy advisors that will sit across the Long-Term Estate Strategy Team and the Central Portfolio Strategy and Briefing Team. You will be responsible for and lead work to support the development and expansion of the existing estate in the medium and long-term. You will be leading on strategic and cross-cutting pieces across the portfolio, building and improving relationships with internal and external colleagues along with having a high exposure to senior leaders, Ministers and highly influential external stakeholders.

Your work will include, but is not limited to:

- Lead on strategic and cross-cutting planning and deliverability across the directorate, focused on improving the delivery of the 20,000 additional prison places
- Develop and implement strategic policy relating to the 20,000 prison place portfolio.
- Lead on the development of specific elements of the long-term strategy for maintenance and renewal of the prison estate, through engaging with HMPPS, MoJ and wider government colleagues.
- Leading on the development of site-level strategic planning, developing a clear understanding of the different needs of establishments across the estate.
- Collaborate with a range of senior internal and external stakeholders, ensuring that all communication is credible, persuasive and tangible.
- Work closely with policy and project teams to understand how policy and Governmental issues impact project delivery.
- Develop high quality briefing for Ministers and senior officials across a range of situations.
- Help to support the role of the Chief Operating Officer to work collaboratively with Other Government Departments (OGD’s)
- Work with analysts and the project delivery function to understand risks and develop mitigation strategies.
- Support the work of the Central Portfolio Strategy function to develop an overarching evidence base to inform best practice.

Essential experience:

- Excellent written and oral communication skills with experience of providing prompt and high-quality response to requests for information
- Experience of working with a diverse set of stakeholders, such as OGDs, senior leaders and Ministers
- Ability to broker and manage relationships with internal and external stakeholders
- Good judgement and political understanding, including an understanding of how work overlaps with wider departmental and Governmental priorities
- Ability to simultaneously manage multiple tasks and projects, and deliver high quality work to tight deadlines
- Experience of taking a proactive approach to managing problems and of working with others to simplify processes and improve efficiency.

**Overview of the job**

As a lean commissioning body, the HMPPS Intelligent Client Function (ICF) will provide the strategic interface between HMPPS and Ministry of Justice (MoJ) Property Directorate.
- It will:
- Own the estates and asset strategy and priorities.
- Oversee implementation of the strategy, commissioning MoJ Property Directorate for the works and services to deliver the strategy and keep prisons in good working order.
- Hold MoJ Property Directorate to account for delivery against agreed outcome, providing assurance for HMPPS Leadership Team.
