The Rural Payments Agency (RPA) is an executive agency of the UK Department for Environment, Food and Rural Affairs (Defra), delivering over £2 billion in payments to farmers, traders and landowners each year.
We are an Operational Delivery Profession organisation, with the majority of our people delivering day to day services to our customers and stakeholders.
We make excellent delivery happen, empowering agricultural and rural communities to create a better space.
We manage over 40 schemes, and also make payments on behalf of Natural England, to ensure we have a healthy rural economy, strong and sustainable rural communities, and to protect and enhance the natural environment.
Our vision is to create a great place for people living in this country. We have developed a set of four strategic objectives covering our policy outcomes and corporate objectives. These objectives help us to deliver our ambitious vision to build our green and healthy future and provide a framework for all of the important work that we carry out.
**Job description**:
The Design Lead role has a high level of autonomy to operate and lead a team in a frequently uncertain and challenging environment, managing this ambiguity over sustained periods of time whilst being accountable for the delivery of tangible results and outcomes.
As a Design Lead you will actively collaborate and build effective working relationships in a challenging and complex stakeholder environment. This will involve working with external and industry partners in partnership across organisations with different cultures and priorities. You will challenge the assumptions of senior people to ensure design solutions are sound and deliverable and meet the needs of our customers.
You will lead by example, acting as a strong advocate for customer focused business design at all levels, influencing at senior levels and making effective decisions on design solutions, setting clear direction and providing coaching and support to your team members. You will be accountable for the delivery of professional design products following the design lifecycle or developing new methodologies including the identification/promotion of emerging technology. You will be able to adapt your approach as appropriate, following appropriate governance structure, all on time and to high quality standards.
You will be required to collaboratively work with the G6 Service Design and Programme Managers within the Business Transformation Directorate to make decisions on priorities of work, flexing resources and maximising capacity to meet business needs.
The role also includes being proactively involved and encouraging your team in the delivery of cultural changes and the active promotion and embedding of continuous improvement principles.
**Leadership**
As part of the RPA Business Transformation Senior Leaders Group:
- You will support and help create a positive culture within the working environment that is inclusive, respectful, and supportive and where people feel valued, listened to, empowered and trusted
- You will provide professional leadership using sound judgement, evidence, and knowledge to arrive at accurate, expert and professional decisions and advice to support the delivery of business and service design outputs
- You will effectively lead people through organisational change, establishing a strong vision for their area and engaging with people in a straightforward, truthful, and candid way
- You will demonstrate an excellent understanding of the Agency’s strategy and objectives and ability to translate these into tangible system and business solutions
- You will work collaboratively by building effective relationships across a wide range of people within RPA, Defra and its delivery bodies and outside the Civil Service, welcoming challenge even when it’s uncomfortable and influence external developments that will, or may, impact to ensure positive outcomes for customers and the business
- Extensive people management experience at a senior level that will enable the driving and shaping of key strategic outputs
