We have an opportunity for a Procurement Officer to join the Procurement team to support North Yorkshire Police (NYP), North Yorkshire Fire and Rescue Services (NYFRS) and the Office of the Police, Fire and Crime Commissioner (OPFCC).

Enable North Yorkshire was announced in April 2019 and took over the management of business support services for North Yorkshire Police (NYP), North Yorkshire Fire and

Rescue Services (NYFRS) and the Office of the Police, Fire and Crime Commissioner (OPFCC) in April 2020; comprising People Services, ICT, Finance, Business Design & Assurance and Estates & Logistics. The vision is for a more strategic transformation of police and fire collaboration that can deliver genuine change, focussing on outcomes for

the public rather than organisational sovereignty.

In order to achieve this vision, the Procurement Team comprises - Procurement Manager, Senior Procurement Officers, Procurement Officers and Purchasing Officer. The Procurement Team is responsible for ensuring procurement delivers maximum value for money and achieves legislative compliance through the support and development of best practice which is intrinsically linked to the organisational priorities of the OPCC, NYP and NYFRS.

Reporting to the Senior Procurement Officer, you will be part of a team of procurement professionals to ensure a compelling service offering which adds real value to the delivery of front-line police and the fire services.

With the support of the Senior Procurement Officer, the Procurement Officer will be responsible for the operational planning and prioritisation within an aligned category area, assessing stakeholder requirements throughout, providing appropriate procurement advice concerning successful contracting within a public procurement environment and of the OPFCC, NYP and NYFRS and clear information to support project progression.

Key Responsibilities:

- To provide appropriate advice in relation to procurement processes and regulations and provide budget holders with clear advice regarding purchasing costs to support the successful progression of the procurement of goods and services.
- Lead on local tender and quotation exercises in accordance with Public Contract Standing Orders and associated regulations and assist in the engineering of OJEU/mini competitions/call off agreements to deliver successful contractual outcomes that deliver value for money for all OPFCC, NYP and NYFRS stakeholders.
- Manage a portfolio of contracts in aligned category areas, ensuring new procurements are commenced in a proactive and timely manner.
- Undertake analysis of third party spend data to assess, advise and drive change to deliver efficiencies and support a successful procurement process.

To be successful in the role, you will:

- Be qualified to Chartered institute of Procurement and Supply (CIPS) Level 4 or have an equivalent level of experience, with a willingness to work to achieving CIPS Level 4 / Level 5
- Have experience of contract management and delivering value for mone
- Understand Procurement Regulations
- Have the ability to analyse information and spend data to support decision making
- Demonstrate good knowledge of electronic procurement systems
- Be IT literate in Microsoft packages including Outlook, Work, Excel and PowerPoint
