People Business Partner

**Role Purpose**:
Develop a deep and broad understanding of the area(s) of the business, its performance and its challenges and work alongside senior stakeholders to lead the design and delivery of a range of people interventions that mitigate risk and deliver improved organisational outcomes.
Provide strategic and day to day leadership in order to drive the creation and delivery of directorate people strategies, strategic workforce planning, influencing change, providing HR SME advice to senior leadership teams on complex people issues, leadership and overseeing the work of external HR providers where appropriate.
Act as a critical friend by encouraging and supporting leaders and managers/headteachers, providing open and honest feedback, challenging constructively and confidently - "speaking truth to power".
Lead and provide professional support and supervision to colleagues across the People and Change function including Assistant Business Partners/Centres of Expertise/People Consultants, setting up project teams to deliver priorities to effect lasting change.
Engage regularly with trade union colleagues to facilitate productive collaboration outside of and as part of DJCC meetings.
Use a wide range of influencing strategies to secure commitment across and outside the organisation in order to develop the workforce, including, where appropriate, directorate facing activity, health and social care integration, commercial awareness and trading services for schools.
Use professional insight and judgement to inform the identification and development of business critical organisation-wide People and Change practice.
Actively seek and act upon feedback from customers in order to drive continuous improvement of the service.
**Work Context**:
The People and Change function supports the council in achieving its ambitions for the benefit of Surrey residents. It drives transformation and organisation-wide cultural change and works in a culture that:

- is enabling and facilitating;
- makes decisions based on evidence;
- looks ahead through scenario planning and future proofing;

People and Change works closely with the Transformation Support Unit, Internal Communications and Engagement, Employee Services and Data Operations.
People Business Partners work effectively and collaboratively within specific business areas and work cohesively with the wider People and Change function actively championing diversity and equality and commits to the wellbeing of staff.
Role holders use business specific and professional expertise to influence and drive the delivery of the people strategy.
As Senior members of the People and Change team, they provide professional support and guidance to colleagues.
**Line management responsibility**:
Professional supervision, mentoring and support to Assistant Business Partners and People Consultants as well as within project teams.
**Representative Accountabilities**:
Analysis, Reporting & Documentation
- Identify issues and trends that may have an impact in their area of responsibility to enable appropriate action to be taken.
- Lead the development of policy in own area of specialism, contributing to the delivery of organisational objectives.
Service Delivery
- Evaluate existing service provision taking account of feedback and broader external developments, to ensure innovative solutions are proposed to maximise service quality, efficiency and continuity.
- Drive change and embed new ways of working to ensure high quality service delivery and value for money.
Planning & Organising
- Develop and ensure implementation of operational plans and play a key role in the formulation of strategic longer term plans for a broader functional area to fit broader functional and organisational strategy.
- Lead major programmes and reviews and represent the business area in internal and/or external initiatives to enhance reputation and service delivery.
Finance/Resource Management
- Manage allocated budget/resources/funding effectively and flexibly and control all related expenditure to ensure delivery of targets/objectives within budget.
- Contribute to resource and budget planning within own area.
Work with others
- Liaise internally and externally at senior levels to ensure the department/service issues are appropriately represented and acted upon.
People Management
- Manage a group of staff across a function/service, or as a significant part of a multi-disciplinned function to ensure all relevant annual organisational targets and goals are delivered within budgetary/resource constraints.
- Lead, motivate and develop individuals using a coaching approach, to better meet current and future requirements.
