This is a blended role within the NHS England-hosted Digitising Social Care programme team and embedded in the Department’s Adult Social Care Strategy and Reform team. Our work plays a crucial role in demonstrating the benefits of a digitally-enabled and joined-up health and social care system, with social care as an equal partner. We bring together a blended team of policy, strategy, programme and commercial professionals to achieve transformational change for people drawing on care, health and care professionals and the wider system including the NHS, care providers and local authorities.

**Job description**:
This role will play a crucial part in the delivery of the government’s reform agenda for Adult Social Care as set out in the ‘Next steps to put people at the heart of care’ publication in April 2023. The postholder will be instrumental in supporting digital transformation across local authorities, improving productivity, service provision and supporting local authorities to reduce waiting lists to enable people to access the right care at the right time.

This is an exciting, high profile and rewarding role that offers the opportunity to make a significant impact on the future of care provision. The post provides an excellent opportunity to bring together policy, delivery and digital experience on a ministerial priority.

**Person specification**:

- Lead the development of policy initiatives that support local authorities with digital transformation, unlocking benefits for service users, local authority productivity and system capacity including for discharge and needs assessments.
- Develop and manage effective relationships with internal and external stakeholders to inform policy development and delivery, including regular, structured engagement with local authorities and the technology supplier market.
- Build effective networks across central and local government, and the wider social care sector to achieve your objectives, developing ways of working that enhance collaboration and visibility across teams.
- Bring commercial awareness to shape policy approaches that generate more innovative approaches.
- Take a proactive role in shaping the ongoing development of the team’s culture and approach to open policymaking and delivery, through supporting effective agile working, knowledge sharing and communication activities to raise the profile and maximise the impact of our work.
- Champion the voices of people, families and professionals in developing policy and strategy approaches
- Demonstrated experience in leading policy, project or programme teams to deliver outcomes.
- Experience working on transformation projects, preferably digital.
- Experience and enthusiasm for working in an open and collaborative way with internal and external colleagues to draw on a range of perspectives.
- Skilled and influential when developing and maintaining relationships with stakeholders, listening to their views and finding ways to incorporate their ideas or respond to challenges.
- Ability to self-solve, maintain motivation and create clarity when working in ambiguous and fast-paced policy environments.
- Confidence working with senior leaders and stakeholders, including providing verbal briefings and representing the department externally.
- Outstanding written and verbal communication, using the most appropriate means to present information to a wide variety of audiences.
- Knowledge and demonstrable experience of prioritising your own work and that of others, often with conflicting deadlines.
- Ability to oversee and deliver a high-quality service independently and when supporting more junior colleagues.
