This is an extremely exciting opportunity to join the Defra Financial Governance Investment and Investigations Team. The team is supportive and high-performing, and delivers a strategic, timely and high-quality service, underpinning the effectiveness and accountability of Defra’s senior leadership team.

We are recruiting two roles: an Investment Appraisal Assurance Officer and an Investment Appraisal Standards and Capability Officer. Both roles sit within the Finance Investment Appraisal and Assurance Team which delivers secretariat support to the Defra Group Investment Committee, Investment Assurance services and is responsible for Investment Appraisal and Assurance standards across the Defra group.

As the Investment Appraisal Standards and Capability Officer you will have responsibility for developing customer focused investment appraisal standards and guidance which are aligned to government standards and accessible to users across the Defra group. You will be responsible for identifying capability requirements, working with experts to respond to these through innovative capability development offerings that improve business case quality, value for money and project delivery confidence.

As Senior Investment Assurance Officer you will oversee the day to day running of our high performing assurance services, and line manage a team of HEO Assurance Officers. You will support projects and programmes with assurance, approvals and business case development advice. You will make sure Defra group high risk / high spend projects receive robust independent assurance making tangible improvements to business case quality, value for money and project delivery confidence.

Defra has an interesting, wide ranging and complex portfolio of capital, service improvement and transformative projects and programmes which currently includes 15 Government Major Project Portfolio Programmes. Both roles require a thorough understanding of the government green book, managing public money, business cases and project management standards to support our project and programme business case development.

Some travel maybe required for team meetings and training sessions.

**Job description**:
**Investment Appraisal Standards and Capability Officer key responsibilities will include but not be limited to**:

- updating and maintain Investment appraisal (e.g. Business case, assurance and approvals) standards, templates and guidance documents utilising expertise from across the defra group
- Updating and maintaining content on the Investment Appraisal SharePoint site and making this accessible for Defra bodies
- Using audit approaches to test adherence to standards and identify and implement improvements
- Developing capability improvement in line with the team capability plan and coordinating the development and delivery of targeted capability interventions
- Facilitating training events for senior leaders, business teams, Finance Business Partners and other technical experts
- Collecting customer feedback, responding to this, and implementing continual improvement activities
- Role model and exemplify the values of inclusion, kindness and excellence in your behaviours and in the delivery of your role

**Senior Investment Assurance Officer key responsibilities will include but not be limited to**:

- Leading initiatives aimed at improving the efficiency and effectiveness of the assurance service and support improvements to project business case quality
- Providing advice and guidance to project managers on how to obtain project assurance and approval in accordance with the HMT Green Book and Defra Frameworks
