Disrepair Surveyor

MMP Consultancy currently have an opportunity for a Disrepair Surveyor to join a local authority based in West London. My client is looking for a Disrepair Surveyor who has experience in working with either social housing or local authority stock.
This will be an interim position paying £34.45p/h Umbrella. My client can offer a 6-9-month interim contract which may go temp to perm.
**Role Duties**:
- The post holder is responsible for the project management of and dealing with and resolving all disrepair claims and casework, litigation claims, liaising with Legal, claimants and contractors to resolve cases. Will provide advice to managers and staffwithin responsive repairs on disrepair protocol.
- The post holder must ensure that the council is compliant with the Human Habitation Act 2018, and keeps abreast with any changes of legislation to ensure compliance.
- The post holder is responsible for continuous improvement in the delivery and quality of repair work related to resolving disrepair cases and in ensuring that we take from these 'lessons learnt' to prevent future disrepair cases and escalation resultingin additional costs, court cases and compensation.
The post holder is responsible for investigating any structural problems escalated from the repairs technical or operations teams, for arranging any structural testing and other specialist tests, making structures safe, compiling reports to send to managementrecommending costs with works estimates or property disposals. Arranging any remedial works or safety works as necessary.
- The role is to provide a seamless and integrated "One Team" approach jointly with the service provider and to resolve any complex repair issues.
- The post holder will also provide full building expertise, experience and professional advice in relation to all activities within the role.
- Where required the post holder will carry out contractual tendering or obtain competitive quotes for repair works, commission consultants to advise on specialist areas of work as necessary and lead on carrying out financial and technical supervision ofworks on site.
- The post holder will ensure the execution of works complies with statutory requirements and Health and safety requirements.
**Service Delivery**:
- Lead on developing and agreeing acceptable quality standards for disrepair case works with service provider and tenant representatives.
- Coordinating communication with council solicitors
- Ensure that compensation is in line with the council policy
- Carrying out more complex inspections and structural works and supervising and co-ordinating the work and performance of the service provider to ensure they are delivering the "right quality at the right cost" and meeting agreed KPIs. Ensure accuratelyenter all pre and post inspection results and customer satisfaction results into the OHMS repairs system.
- Giving advice and guidance on the quality and standard of work to be completed by the service provider and their approved sub and specialist contractors.
- Ensuring take all necessary follow up action on defects identified on pre inspections and any failed post inspections to ensure work is completed to a good standard.
- Ensuring effectively monitor and record that works are completed to the agreed quality standard and that they are accurately updated on OHMS with inspection notes and follow up notes.
- Monitoring and ensuring the correct processing of variations and invoices for specialist building contractors, in line with agreed procedures and BVPIs.
- Managing the Council's risk and liability for any disrepair claims including identifying the Council's responsibility for carrying out remedial works and liaising with the service provider concerning the extent of any required works.
- Providing technical repairs advice and working with the Members & Residents Services Team on providing information to respond to complaints and Councillor and MP enquiries within target. Progress any complaints requiring inspection and any properties orresidents requiring extraordinary works ensuring these are completed within agreed timescales.
- Undertake such other duties as may be reasonably required of this post.
**Technical**
- To keep abreast of any technical or statutory changes and developments that will affect the maintenance and repair of the housing stock. For example; HHSRS, CDM.
- Actively looking for innovative ways to maintain the housing stock whilst reducing costs or making more effective use of resources.
- Provide advice and assistance to surveyors, technical staff and management on legal disrepair and a holistic approach to improve service delivery and reduce disrepair costs.
