Bilateral Trade Relations directorate (BTR) is responsible for the UK’s trade relationships with all countries apart from the small number in live FTA negotiations. We enable UK trade by building strong trade relationships with key countries around the globe, tackling market access barriers that disadvantage UK firms, implementing trade agreements and influencing trade policy to support UK interests. This work is front and centre of the UK’s new independent trade policy.
You will sit within BTR’s Market Access Strategy team. Our purpose is to think about how the Government (HMG) and its partners can increase market access opportunities for the whole of the UK, including:
- How we prioritise our efforts on market access to deliver against broader strategic interests e.g. levelling up, the PM’s green industrial revolution;
- New approaches we can take to open markets for UK exporters (e.g. influencing standards internationally) identifying and sharing best practice including from other Governments.
- How we ensure the efforts of the whole of DIT (including market access) deliver more than the sum of their parts, establishing our team as a key contributor to the department’s strategic direction.
This work is a significant priority for Ministers. The Secretary of State recently announced DIT’s ambition to resolve around 100 of the highest priority barriers for UK businesses, which could unlock export opportunities worth more than £20 billion for UK exporters. You will be at the heart of delivering this programme of work, co-ordinating efforts across the department and Government to drive commercial outcomes for UK exporters.
Job description
The post holder will advance the development and delivery of our Market Access Strategy.
This will include:
- Developing the overall strategy on the Government’s approach to Enhanced Trade Partnerships (ETPs).
- Embedding efficient management and reporting processes around the top 100 priority market access barriers.
You will develop our approach to agreeing and monitoring the Government’s market access priorities. This will include supporting consultation on our market access priorities across DIT, Whitehall, and with industry to ensure that list of the top 100 priority market access barriers truly reflects UK priorities It will also include developing our approach to engaging Ministers and senior stakeholders on the Market Access programme.
- Owning and managing the relationship with regional team(s) and other government departments serving as a critical point of contact into the Market Access Strategy Team.
You will work with regional teams in BTR, contacts at Post, and other departments to identify their priorities, objectives, and risks. You will have strong relationship-building skills to galvanise cross-directorate and xWH engagement and ways of working.
While the role won’t have formal line management responsibility, there will opportunities to gain management experience through matrix task management of 3x HEOs.
**Hybrid Working**
Please be aware that this role can only be worked from within the UK and not overseas.
Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.
Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.
**Responsibilities**:
**Essential Criteria**
- Experience of working in a policy or strategy role.
- Experience working collaboratively across a range of groups, government departments and stakeholders, demonstrating engaging communication skills and successful tailoring of approach to deliver outcomes.
- Experience delivering work in a fast-paced environment, demonstrating sound judgement where there are competing pressures that require rigorous prioritisation
- Experience of working in a policy (or strategy) role is essential.
**Desirable Criteria**
- Experience working in international trade; or other international/EU experience.
- Experience working with Ministers and other senior stakeholders.
- A keen interest in trade policy.
