RESPONSIBLE TO: Operational Procurement Manager with mentoring from Category Manager

RESPONSIBLE FOR: N/A

EFFECTIVE FROM: 1stMarch 2023

STATEMENT OF JOB PURPOSE:
Train to become a procurement professional by obtaining the Level 4 Apprenticeship Standard for Procurement and Supply; this is a 2-year apprenticeship and includes the Chartered Institute of Procurement and Supply L4 Diploma qualification.

Key to the role is the provision of procurement support services to members of NWUPC Ltd. Also to assist in tender activity in liaison with the NWUPC Category Managers and the wider sector. To assist in contract management and promotion of NWUPC Ltd’s portfolio of Framework Agreements. To liaise with Category Groups, procurement professionals within NWUPC membership and other UKUPC consortia as appropriate.

MAIN DUTIES AND RESPONSIBILITIES:
**Procurement Support Services**
- Conduct mini competition exercises for NWUPC members with mentoring and support provided by Category Managers.
- Conduct mini competition exercises under NWUPC DPS on behalf of NWUPC members with mentoring and support provided by Category Managers.
- To provide additional procurement support services as and when required by NWUPC members with mentoring and support provided by Category Managers.

**Tender Activity**
- Assist in developing and implementing category and tender strategies which maximise value for money for members of NWUPC and the wider sector with supervision and mentoring provided by NWUPC Category Managers.
- Assist with all stages of the tender process with supervision and mentoring provided by NWUPC Category Managers. Including, market research and engagement, drafting documentation, publication of notices, evaluation and implementation using designated procurement platforms.
- Work with Tender Working Parties/Groups to assist with all stages of the tender process for both NWUPC led framework agreements as well as those led by UKUPC partners using designated procurement platforms.

**Contract Management**
- Assist with ongoing proactive management of an allocated portfolio of framework agreements.
- Assist with ongoing pro-active supplier engagement using Supplier Relationship Management techniques.
- Contribute to gathering Management Information from suppliers and reporting against Framework KPIs to ensure Framework deliverables are monitored and performance is maintained to a high standard expected.
- Utilise current Contract Management tools to conduct trend and market analysis.

**Procurement Administration**

11. Provide administrative support to colleagues through all stages of the tender process and ongoing contract management.
- Perform audit work post tender to support compliance throughout the tender process.

13. Support activity on data production working with other members of NWUPC Ltd, suppliers and stakeholders.

14. Assist with the maintenance and development of the relevant contract databases and records.

15. Monitor records to support the framework extension and renewal process in compliance with the Contracting and Contract Management Procedures.

**Responsible Procurement**

16. Ensure all work is carried out in line with Responsible Procurement practices, embedding sustainability with consideration for social, environmental and economic factors.

**Customer Service**

17. Engagement with customers to ensure timely responses to customer enquiries and delivering excellent customer service.

**Training**

18. Actively participate in all workshops and webinars provided by designated CIPS provider, engage in self-guided learning, undertake required coursework and all examinations to achieve Level 4 Procurement Apprenticeship and CIPS Level 4 Diploma within identified timescales.

**Other**

19. Work with staff from member institutions to ensure that NWUPC, the other Consortia and their members achieve the highest possible standards in probity and compliance throughout all aspects of contracting activities including compliance with The Chartered Institute of Purchasing and Supply’s Ethical Code and all of NWUPC’s policies.

20. Undertake presentations and seminars as required and represent NWUPC and/or other HE consortia on national HE and other sector bodies as required.

21. In addition to the duties and responsibilities listed, the post holder is required to perform other duties assigned by the Managing Director and Deputy Director consistent with the post.

Whilst at work all staff are required to:
