**Job summary**:
UKHSA are excited to offer the post of Head of Safeguarding. This is a senior position, working closely with internal and external stakeholders to provide an effective safeguarding service across the organisation. The post holder will provide leadership across UKHSA in relation to the safeguarding agenda, encompassing vulnerable adults and children, Looked After Children (LAC) and PREVENT Strategy.

The postholder will ensure UKHSA complies with statutory duties in relation to safeguarding.

The postholder will be responsible for leading, developing, managing, and implementing an effective safeguarding strategy, including a clear audit programme to ensure compliance with national safeguarding standards, developing resources, and implementing a learning and development strategy.

The postholder will ensure all safeguarding policies, procedures, processes, and governance are implemented throughout UKHSA.

The post holder will be responsible for developing and ensuring staff are compliant with safeguarding training.

**Job description**:

- Develop effective working relationships in a complex, national field with relevant safeguarding leads in NHS England, CQC, local Government and NHS Improvement, to represent UKHSA and contribute cross system high quality safeguarding arrangements Lead for UKHSA at national Safeguarding working groups.
- Be the key point of contact for external partners and national leads on matters of safeguarding
- Work closely with Deputy Directors and the Safeguarding Board as the key governance body.
- Ensure that UKHSA’s services, products and ways of working take account of legislative and organisational safeguarding responsibilities.
- Provide professional advice on matters relating to mental capacity, deprivation of liberty and consent for UKHSA staff and teams.
- Lead for the organisation on the development, review and assessment of safeguarding training needs across UKHSA, reporting to the Executive Committee.
- Undertake regular training needs analyses in relation to safeguarding in line with best practice in the health and social care sector in the UK, and for international work and advise on relevant training programmes.
- Develop and deliver interventions to support uptake of UKHSA’s mandatory safeguarding training across the organisation, monitoring the take-up and effectiveness of the training provided.
- Lead UKHSA’s safeguarding leads’ network, providing opportunities for learning and development.
- Contribute, in partnership with external national leads, to cross system development of training materials on Child Sexual Exploitation & Abuse; Domestic Abuse and Violence; Modern Slavery & Human Trafficking; Female Genital Mutilation and other relevant areas of work
- Ensure there are systems in place for the effective collection of data relating to safeguarding activity and review these systems regularly.
- Compile safeguarding data quarterly and provide reports to the Safeguarding Board (or other individuals or groups as required), making recommendations for improvements to systems and processes on the basis of quantitative and qualitative information.
- Regularly review organisational compliance in relation to safeguarding and mental capacity legislation and develop and monitor action plans for improvement as needed.
- Manage the agendas and papers for meetings of UKHSA’s Safeguarding Board.
- Identify, assess and manage risks related to safeguard and escalate safeguarding issues if required through UKHSA’s governance structures.
- Lead regular review of the UKHSA safeguarding policy, and work with the Safeguarding Board, internal and external advisors to revise when necessary.
- Ensure that appropriate organisational policies, procedures and guidance are in place to support staff in the areas of safeguarding, mental capacity and consent in the course of their work.
- Lead on ‘lessons learned’ and review processes for UKHSA from safeguarding incidents, identifying areas for improvement and driving change through the system
- Through external relationships, practice and professional development, maintain awareness of external developments (including legislation and best practice) in safeguarding and related areas and make appropriate recommendations to improve UKHSA’s approach and practice
