**Job Purpose**
Responsible for ensuring that all those working with animals under the Animals (Scientific Procedures) Act (ASPA) 1986 are adequately educated, trained and supervised until they are competent, and that they continue to undertake appropriate further training to maintain their expertise. The responsibilities of the Named Training and Competence Officer (NTCO) encompass everyone at the University of Glasgow who undertakes scientific procedures involving animals.

**Main Duties and Responsibilities**
1. Promote high professional standards for all staff, researchers and students undertaking ASPA work at the University of Glasgow. Includes setting local standards for training, supervision, competence and continuing professional development for those carrying out procedures, designing studies, taking care and killing animals in line with national and University expectations.
2. Advise individuals on the training they require in order to be issued with the licence(s) they seek, and on any practical training and supervision they will need after they have received their licence.
3. Develop processes and systems to ensure the provision of appropriate and consistent training for all staff and students who undertake scientific procedures, both regulated and non-regulated, involving animals. Includes reviewing Glasgow Experimental Request Forms (GERF’s).
4. Manage a University-wide system for recording and maintaining all aspects of training for personal licence holders and for those performing Schedule 1 techniques.
5. Organise and deliver accredited Home Office Licence training courses (ScotPIL), updating and adapting depending on legislative or research requirements.
6. Provide teaching and training in various in vivo techniques to staff and students working with animals either personally or by identifying others who have the necessary skills and experience. Includes providing support for developing DOPS/SOPS for all in vivo procedures undertaken in Biological Services facilities.
7. Endorse all Home Office personal licences (new licences and amendments) using the Home Office electronic licensing system (ASPeL).

**Essential**:

A1 Scottish Credit and Qualification level 9, 10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification), or equivalent, including being professionally qualified in relevant discipline, with a broad range of professional experience.
A2 Home Office Personal Licence.
A3 Detailed working knowledge of the Animals (Scientific Procedures) Act 1986 and related Home Office guidance
A4 Evidence of continuing professional development
A5 Knowledge of COSHH and Health and Safety Legislation

**Desirable**:

B1 Completion of an NTCO course.

**Skills**

**Essential**:

C1 Ability to produce high quality training material and motivate others through effective training.
C2 Ability to promote and implement new initiatives.
C3 Excellent communication, negotiating and influencing skills.
C4 Excellent organisational and IT skills.
C5 A strong team player with the ability to work collaboratively.
C6 Experience with the Home Office ASPeL system.

**Experience**

**Essential**:

E1 Extensive experience of training and demonstrating in either laboratory animal or biomedical disciplines.
E2 Experience planning and organising training events.
E3 Demonstrable experience of organising and maintaining information resources, including online and databases.

**Desirable**:

F1 Demonstrable experience and commitment to promote and implement the 3Rs.

**Terms and Conditions**
Salary will be Grade 8, £48,350 - £56,021 per annum.
This post is full time (35 hours p/w) and open ended. Relocation assistance will be provided where appropriate.
