**Job summary**:
The role sits within our Rough Sleeping Delivery Team, in the Homelessness and Rough Sleeping Directorate. The team co-ordinates the delivery of the significant investments we are making into local authority and third sector organisations to meet our commitment to end rough sleeping. This includes our flagship programme the Rough Sleeping Initiative as well as the Voluntary and Community Frontline Sector Grant. You will be working within a supportive and busy team that makes sure our rough sleeping programmes and projects are working as effectively as possible and will build fantastic relationships with ministers, local authorities the voluntary sector and our expert rough sleeping adviser team to deliver services to those most in need.
The role provides a challenging and exciting mix of delivery and policy leadership - giving you the opportunity to engage in one of the Departments most challenging policy areas, alongside experiencing of the operational realities of working with some of the UKs most vulnerable people.
DLUHC has appointed a supplier to build an improved StreetLink platform and this role will work with the supplier and other stakeholders on the development and launch of the new service. The aims of the service are to:
Provide detailed, accurate information from alerts to local authority and outreach contacts so staff can find individuals sleeping rough as quickly as possible.
Engage with local authorities to build their requirements into the platform.
Promote the use of the platform to the public through clear communications and publicity.
Collect data to feed into wider data collection on rough sleeping and measure the impact of the service on the end of rough sleeping.

**Job description**:
As this role sits in the rough sleeping delivery team, there will also be the opportunity to support on other delivery projects and this may be required at times of high workload across the team. There may also be the opportunity to work on other projects across the directorate.
The main focus of this role will be to manage the contract with the new supplier to ensure effective delivery of the service and to work with stakeholders across the public and third sector to promote the effective use of the platform. This will include:
- Project management of the new service to launch in September, including setting milestones and monitoring risks. Continue to oversee the delivery of the launched service and work with the supplier to make changes that improved its performance against objectives.
- Engaging with local authorities and outreach teams to understand their needs from the service and feed this into service development.
- Developing a communications plan to update stakeholders (local authorities and the public) of the new service and encourage its effective usage once it has launched. Work with HMG Communications teams to find how government can best amplify the messaging of the service.
- Report into senior civil servants and ministers on the delivery of the project and make recommendations for changes and further improvements to strengthen its role in ending rough sleeping.
- Long-term planning to consider the future of a public-facing service to support the end of rough sleeping.
- Make suggestions about ways of improving working methods, systems, and processes. They support change by implementing new policies, procedures, and systems.
- Build an expert understanding of rough sleeping so you can provide policy and strategic advice and help us plan for the future.
- Respond to briefings, prepare submissions and lead on a range of written communications about our response to end rough sleeping.
- Work to support the wider directorate to contribute to a delivery of a broader range of homelessness and rough sleeping programmes.
