**Standard DBS disclosure required for this role **The role is lead on the regeneration programme in the Regeneration and Enterprise directorate and to advise and assist the organisation to be more strategic in its approach to regeneration projects. The consultant should have experience of operating at, and briefing to, a senior level (Chief Executive/Leader), councillors and significant experience of large regeneration projects and programmes. The work is intended to provide rigour and discipline to the agreed processes and to consolidate and build on the work of the Programme Portfolio Lead.
**Key Responsibilities**:

- Work with the directorate, wider council and partners to propose and agree the overarching strategy and produce a strategy document which sets out the vision, strategic themes, aims and aspirations of the council in this regard. Following this, to input to regeneration project Development Briefs and associated documents, as required, to ensure alignment with the overarching Economic and Regeneration Strategy.
- Propose and agree a methodology for strategic prioritising (and re-prioritisation) of the projects in the pipeline for delivery and the process for change requests. A critical element will be to present proposals which confirm why prioritisation is critical to success.
- Work with the Programme Portfolio Lead, to ensure the two work streams are aligned in terms of governance, risk management, resource assignment and reporting.
- Propose and advice on a programme of activity that addresses the corporate risk R 4089 “Failure to seize the opportunities and exploit the benefits that are envisaged from the huge regeneration programme investment that impacts on the council’s vision for 2030”. This work will focus on realising the regeneration programme benefits for the organisation as a whole and how these benefits can act as a partner and catalyst for other departments opportunities and benefits across the organisation.
- Work with the Portfolio Lead to develop/align reporting and governance on Strategy, Programme, and pipeline development. Working with Corporate PMO as required. Work with the Head of Economic Skills and Growth to propose and develop the purpose of a directorate PMO.
- For the programme and pipeline of projects propose and advice on potential options for each opportunity. Working with Commercial and Procurement and Corporate Landlord Services as required.
- Propose and agree the communication and engagement structure on the development and implementation of the strategy and master programme.
- Propose and deliver a training programme to upskill council staff in regeneration programme management.
- Head of Projects and Placemaking and the Head of Regeneration Projects will report into the Regeneration Lead for this work. The Head of Economic Growth and Skills will report to this role in respect of the Stalled and Derelict Sites programme and the further development/expansion of a directorate PMO only.
