**Summary**:
The Defence Safety Authority (DSA) is responsible for the regulation of Defence Health, Safety and Environmental Protection (HS&EP), operating under a Charter from the Secretary of State for Defence (SofS). The DSA provides independent assurance direct to the SofS that the law is followed and the policy on HS&EP in Defence is being promoted and implemented. This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports the Defence’s operational imperatives. The DSA hosts Defence safety and environmental regulators across all operating environments and incorporates the Defence Accident Investigation Branch (DAIB) and a HQ within a single independent organisation led by a 3* military officer.

The Defence Maritime Regulator (DMR) Vision is to provide high-quality safety and environmental protection across the Defence Maritime Domain through assurance, regulation and enforcement to support the generation of operational capability. The DMR Mission to protect people and the environment from harm arising from Defence Maritime Activity. This allows DMR to provide the SofS for Defence the required assurance that appropriate standards of Maritime HS&EP are maintained and delivered across Maritime Activities.

DMR consists of four teams:

- Regulation and Compliance (R&C) - responsible for developing and maintaining the HS&EP regulations and associated documents, monitoring compliance across the Maritime Domain, managing the Defence Legislation Support Tool (DLST), the Defence Shipping Register (DSR) and the Maritime Activities Register (MAR).
- Business Services including Analysis and Plans (A&P) - responsible for management and analysis of regulatory information, tools and business planning.
- DMR Inspectorate (2 teams) - responsible for third party assurance of Maritime Activities. This includes Defence Shipping, Ports and Harbours, and Diving. Assurance of the Maritime component of the Defence Safety and Environmental Management System through audit and inspection of Accountable Person organisation and arrangements, and regulatory compliance.

The R&C Team has 3 sections:

- Legislation: provides the legislative background for the setting of Regulations and leads on the DLST for the DSA and the Maritime Regulated Community.
- Regulation: sets and maintains the DMR Regulations and works with the Regulated Community to ensure an understanding of the requirements of the Regulations.
- Deputy Registrar and Compliance: sets the framework of the Maritime Domain regulated by DMR, manages the DSR and MAR, monitors the Regulated Community's compliance with the DMR regulations and provides advice and guidance to Defence Maritime acquisition projects.

**Job description**:
This is a C2/HEO post based in Bristol within the R&C Team of DMR within the DSA. The position is advertised at 37 hours per week.

**Responsibilities**:
Primary Responsibilities:

- Supporting the DMR Deputy Shipping Registrar through:

- Collaborating closely with the DMR Inspectorate and the Regulated Community to ensure the Shipping and Maritime Activities Registers are kept up to date.
- Maintaining the shipping and activity entries through confirming the accuracy of the data, including the coordination of the data into the DMR POSEIDON tool.
- Supporting the publication of the Shipping Register
- Managing the contracted tasking for the Shipping Register and Maritime Activities Register.
- Providing other support to the Deputy Shipping Registrar in the pursuance of their registrar role, including support to working groups and committees.
- Supporting the management of domain compliance with DSA02-DMR Regulations including:

- Making recommendations as to whether compliance has been achieved.
- Collaborating closely with the DMR Inspectorate regarding evidence of compliance
- Identifying how the Shipping Register and MAR can be better used as tools for managing compliance for DMR
- Developing processes around the improved use of the Shipping Register and the MAR to support compliance
- Developing the domain compliance picture, including collaborating with DMR A&P for its incorporation into DMR outputs
- Incorporating compliance information into the DMR POSEIDON tool.
- Developing and maintaining the DMR assurance boundary statement.
- Supporting the DMR Regulations processes through:
