Full time, temporary, 12 month contract with Livingston based public sector company with the key focus to enable independent living for disabled people.

Job Purpose:
The post holder is responsible for researching, developing, drafting, and reviewing policies based upon their expert understanding of the policy landscape within which ILF Scotland operates, supported by the Director of Policy, Improvement and Engagement.

The post holder will influence Local Government, Health & Social Care Partnerships / Trusts, COSLA and other decision makers to promote best practice in independent living and encourage cohesion and consistency across key national and local independent living and social care policies.
- You would be first point of contact to all ILF staff & recipients to provide specialist advise on current policies.
- Responsible for managing complaints, decision reviews and appeals
- To support the Director of Policy, Improvement & Engagement on efficient management of corporate compliance, eg. Legislative compliance with the Equalities Act/Corporate Parenting Act. Working with Scotland Advisory Group.
- Provide support to Directors/provide advice to staff, also administration, organisation, monitoring & reporting on key corporate/operational activities & improvement initiatives..
- Working with Transition Fund team, implement improvements across policy, communication, IT, finance & operational activities.

Main Duties:
60% on Policy, compliance and improvement

20% relationships with Directors/3rd party organisations/influence and negotiate with stakeholders.

*20% complaints,
- The post holder will lead on the successful operation of ILF Scotland's complaints function in accordance with the Scottish Public Sector Ombudsman's standard complaints process
- 10% Events & Training, represent at conferences, develop & delivery of workshops, staff training.

Post holder must be able to work autonomously and exercise good judgement in relation to decision making.

Skills/experience:

- Degree level qualification in policy related area or demonstratable experience of similar policy role(s) with a strong track record of success.
- Politically aware with a knowledge of the Scottish and UK Government and the policy landscape.
- Good understanding of the role of social care in Scotland
- Excellent analytical skills, with the ability to analyse complex legislation and other information and data and make it accessible to others.
- Excellent written communication and report writing skills.
- Good presentation skills to suit different audiences.
- Negotiating and Influencing skills.
- Strong project management skills and the ability to continually re-prioritise and work to tight deadlines.
- An ability to see tasks through to the end with excellent attention to detail.
- The ability to work to tight deadlines and manage pressure.
- Excellent organisational and administration skills.
- Experienced at establishing and developing strong relationships with a range of stakeholders.

Desirable
- Experience of influencing policy and key decision-makers
- Knowledge and experience of the voluntary / public / community sectors in Scotland
- Experience of facilitating discussions, workshops or events
- Knowledge of impact measurement
