The role of programme manager will programme manage the £50m Fusion Technology capital programme at the Fusion Technology Facility in Rotherham. The Fusion Technology Facility Capital programme is an ambitious programme to undertake first of a kind design,build and commissioning of specialist equipment to test materials which will be included in the Fusion reactors of tomorrow.
- Execute the Technology Capital Programme to a high standard according to established project, programme and technical management processes, leading to delivered solutions of an engineering integrity commensurate with UKAEA operations
- Provide robust leadership and management of the programme
- Manage, monitor and maintain programme benefits and impact
- Build a high performing, engaged, empowered and diverse programme team
- Responsible for the day to day running of the programme
- Provide clear leadership to Project Managers and other support roles within the team
- Lead, motivate and communicate effectively across the senior leadership and project management teams
- Manage the programme budget, including risk allowance and management reserves
- Establish and maintaining oversight (governance and assurance) of projects within the programme, particularly estimate formation, planning, cost forecast and monitoring, corporate reporting and metrics, risk management, corporate / Government Gateway Reviews,overall execution strategy delivery and benefits management
- Oversee the development of the risk strategy for the programme and subsequent management of risk in the business case.
- Support the Head of Operations, Fusion Technology in prioritising project workstreams to best meet overall programme needs by framing and analysing supporting data against programme benefit priorities
- Develop and execute the procurement strategy for the programme in conjunction with the UKAEA Procurement Department, leading to development of a procurement approach for the full programme
- Oversee the Quality Assurance of the programme, particularly QA effectiveness and compliance
- Resolve obstacles to strategy delivery and lead the identification and employment of creative solutions to overcoming them. Assist the project managers in the resolution of escalated issues
- Oversee effective communication within the programme and assisting the sponsors through commercially and politically complex interactions with stakeholders
- Liaise with other Departments and external partners to ensure effective co-ordination and collaboration across interfaces and competing demands
- Liaise with Site Operations and SHE Teams in FTF Yorkshire
- Responsible for ensuring and monitoring benefits management and benefit realisation is embedded across the programme
- Ensure strategic and operational risks, issues and opportunities are identified, prioritised, assessed and mitigated, working with senior stakeholders to manage key relationships and ensure risks are appropriately understood and owned
- Drive clarity across the programme on day-to-day operations of the programme including route to tasking work route to access funds route to resource and mechanisms for sourcing internal approvals.
- Identify and escalate programme related issues / conflicts to the sponsor or programme executive
- Ensure that programme and project SHE culture and working practices are in alignment with the UKAEA requirements
- Embed and realise UKAEAs EDI and Social Value goals
- Engineering degree (or equivalent experience in engineering) preferred
- Chartered status in a relevant institute preferred engineering or management, significant experience considered in lieu of.
Required Experience
- A proven track record of delivering high profile, fast track capital programmes to budget, time and cost.
- Strong commercial awareness with the ability to make sound economic decisions that maximise project value given the strategic position of the organisation.
- Excellent communication, influencing, and collaboration skills.
- Excellent people management, negotiating and communication skills.
- Experience of financial management of significant budgets.
- Experience as a line manager, ideally of a team working in a matrix.
Desirable Experience
- Experience of public funded programmes and Managing Successful Programmes practitioner qualification and experience.
- Experience in Collaborative endeavours with fledgling partner arrangements and complex stakeholder landscape.
- A Pro-active approach to safety, with good appreciation of UK compliance requirements in design.
