Welcome to the PFI Contract Management Team Here is some information about us.

Our mission: To ensure that excellent quality educational facilities are available to children in the City to allow them to learn, thrive and grow in fit for purpose school accommodation.

Our Role: To ensure contract compliance and value for money for the Council in the context of PFI projects to attain this mission. To achieve all of this we provide contract management and commercial advice in relation our 6 schools PFI projects covering 29 schools. We also provide contract management, commercial and legal advice across the Council’s other PFI projects (leisure, adult social care, housing, waste, street lighting).

- Identify and realise operational savings;
- Be at the forefront nationally with a best practice approach to PFI expiry; and
- Support Leeds City Council’s Best City ambition during the life of the PFI contracts and beyond.

Our Home: The role sits within Procurement and Commercial Services (PACS), a trusted partner at the very heart of procurement and commercial activity within Leeds City Council. Our adaptable and outcomes-focused staff continually develop innovative and market-leading practices to problem solving in order to help achieve our Best City Ambition and breakthrough priorities. PACS is a forward-thinking multidisciplinary service. Working as a team and across the different disciplines, we include procurement professionals, accountants, lawyers, contract managers, project managers, and data analysts.

**Your role**

Our PFI Expiry Senior Technical Officer will be instrumental in meeting our mission and ambitions, particularly in respect of the built environment as we approach expiry of our long term PFI projects. The role will therefore involve:

- Built environment assurance: lead on ensuring facilities are fit for purpose, compliant with contract requirements. Managing solutions where they are not.
- Expiry technical lead: devising and implementing strategies for expiry in relation to the condition of and options for the built environment.
- Compliance: check and challenge delivery of lifecycle / maintenance obligations by service providers.
- Stakeholder management: liaising with internal clients and schools in relation to built environment (operational and on expiry).
- Technical point of contact: liaising with service providers, surveyors, building contractors etc (operational and on expiry)

Change management: lead on technical / structural aspects substantive structural alternations and lifecycle works.

Risk management: in carrying out all other roles
