**Role Purpose**

Tackling anti-social behaviour (ASB) is one of the biggest challenges facing Tower Hamlets with residents telling us that crime and ASB are among their biggest concerns.

This role involves putting victims at the heart of what you do, and making a commitment to improving people’s lives. It will require a creative, persistent, and tenacious response to tackling anti-social behaviour by working in a multi-agency approach, linking the best use of skills, tools and knowledge for a particular problem.

The main purpose of the role will be to:
3. Directly assisting the team’s case workers with investigations by supporting them in gathering relevant evidence and accompanying them to secure

witnesses, attend sites and venues and if necessary provide corroboration of actions in order to progress cases. Prepare or contribute to the preparation of the formal responses to Mayor’s, Elected Member’s and the public’s complaints and enquiries in relation to community safety matters, ensuring there is a focus on excellent customer service

**Key Responsibilities**

1. Manage the initial receipt of complaints into the team regarding general ASB and wider community safety matters. Make initial contact with complainants by appropriate means as required.

2. By accessing a variety of important sources of information, triage the complaints and make decisions as to next steps. To do this, use a set of guiding criteria, managing and assessing risks, although remaining flexible as necessary when making decisions.

3. Seeking guidance where necessary, allocate cases to team officers or refer to other agencies or take initial action around advice and signposting of complainants and closing cases.

4. Upon receipt of ASB complaints, ensure the “Harm Based” approach to their assessment is accounted for in initial actions after receipt of the complaint. Take account of the vulnerabilities of individuals, particularly if they are repeat victims and also those from particular groups. Identify such cases, make decisions and triage them accordingly using guidance and advice as appropriate

5. If cases are assessed as High Risk after initial assessment, deal with them in line with current procedures, seeking advice where necessary and ensuring that they receive priority.

6. Identify and deal with any safeguarding issues, making appropriate safeguarding referrals as necessary, notifying the team leader or other manager.

7. Maintain accurate records and effectively manage the referral of any complaints passed to other organisations (e.g. housing associations and police) as a result of a triage decision and ensure the complainant is fully informed. Set up and make a follow up enquiry in appropriate cases.

8. Use case management and other information systems to ensure records are correctly documented and deal with all cases in accordance service standards.

9. Use effective and lawful information sharing at all stages of case management; balancing operational need with the data protection and confidentiality considerations.

10. Provide assistance to team officers by accompanying them when visiting complainants, victims, witnesses or alleged perpetrators. Assist in the investigation by such activities as canvassing residents and seeking witnesses, managing evidence diary sheets, providing corroborative evidence in cases where action is taken to support the progress of cases.

11. Work effectively in collaboration with officers from a diverse range of departments and agencies to ensure effective case progression. Be prepared to offer advice and support around casework including ASB and procedures.
