London, United Kingdom E3G Full time

HEAD OF PROGRAMME MANAGEMENT (PMO)

**E3G** is an independent climate change think-tank with a global outlook. We are world leading strategists on the political economy of climate change, dedicated to achieving a safe climate for all. We work on the frontier of the climate landscape tackling the barriers and advancing the solutions to a safe climate. Our goal is to translate climate politics, economics and policies into action.

Background

E3G is establishing a Programme Management Office (PMO) to provide efficient and effective management of programme and project functions across E3G. We are recruiting a Head of Programme Management Office to establish and lead this function together with a number of programme manager roles to support our programmes working on:

- Clean economy
- Climate diplomacy and geopolitics
- Fossil fuel transition
- Political economy and governance
- Risk and resilience
- Sustainable finance
- Organisational development and excellence

The PMO team will report to the Chief Operating Officer (COO) but have key matrix management relationships with the Associate Directors responsible for the programmes and day-to-day delivery partnership relationships with their Programme Leaders, as well as with our central grant management and finance staff.

We are looking for applicants who have worked in a knowledge-driven (e.g. consulting, think-tank, academic), international project environment. Resonance with E3G’s mission is important. Climate change or sustainability experience would be desirable, but not essential.

The Role

Our Programme Management Office (PMO) will be responsible for the setup, monitoring and tracking of multiple workstreams across our programme portfolio.

As the Head of PMO, you will be working closely with our COO and Programme Teams formulating, executing and monitoring key processes that govern our grant funded programmes and organisational development & change.

The PMO will be at the heart of how we deliver high-quality outcomes for our funders and for further improving our KPIs in collaboration with our Senior Management Team.

You will be E3G’s ‘programme and project champion’, coaching stakeholders on core disciplines leading to continuous improvement and positive change.

**Key responsibilities**:

- Lead the design and set-up of E3G’s programme management office, establishing the PMO as a central function within E3G.
- Ongoing management and continuous improvement of the PMO, ensuring that E3G has the project management capabilities to deliver large complex projects across our internal operations and strategic implementation.
- Lead capacity building to strengthen programme/ project management capabilities across the organisation.
- Lead the ongoing development of E3G’s programme/ project management model and toolkit.
- Establish a consistent approach to oversight and performance reporting of largescale projects.
- Maintain oversight of live projects and provide regular performance reports to senior management.
- Line manage pool of programme managers in a matrix structure.
- Resource planning and deployment of project managers to projects, working closely with colleagues across E3G to understand need for project management support.
- Work closely with colleagues across teams to ensure that robust programme/ project management principles are embedded in key processes (e.g. programme development and mobilisation).
- Act as project management coach and advisor for team and senior colleagues across E3G.

Experience and Skills
- You must have experience in the setup and running of PMOs.
- You must have strong personal engagement skills, with the ability to influence, persuade and gain trust and credibility with colleagues and external stakeholders.
- You must have excellent organisational and project management skills.
- You must have excellent written and verbal communication skills, including the ability to understand and synthesise complex information, able to inspire, unite and motivate a diverse and multi-location team.
- You will be able to adapt different methodologies to a common company framework.
- You will ideally have experience working in a knowledge driven project environment.
- You will ideally hold a project certification such as Prince2, Agile, or equivalent.

**Benefits**:

- A competitive salary and generous benefits package (pension/retirement plan, health insurance (in USA), family friendly leave).
- Access to the E3G global network with the opportunity to exchange with and learn from colleagues working at the cutting edge of climate action globally.
- The chance to have an impact and to develop your career within a mission driven organization with access to varied learning and training opportunities.
- A workplace that prioritises diversity and inclusion at the heart of our work.
