**Job description**:
This role is in the high profile Carbon Capture, Usage and Storage (CCUS) Directorate, and you will have a critical part to play in ensuring the success of the carbon capture policy development and delivery. The Network Optimisation team, where these roles will be based, is a growing cross-cutting team responsible for optimising new CCUS clusters and transport and storage networks to maximise government ambitions while ensuring networks are timely, within affordability constraints, achieves VfM and prepares for long term growth.
The successful post holders will focus on developing and delivering the programme of work within the team and build the role around what's required to deliver Track 1 and 2 of the CCUS cluster sequencing programme.
As part of the team you will be leading on ministerial engagement, briefing senior leaders across Government, developing strategy, analysis and more, making the role stretching and exciting.
It is not essential that you have experience of carbon capture or net zero policy. What is more meaningful is the ability to learn quickly and take ownership of your policy area.
Responsibilities will vary based on the respective role but will include:
- Policy development and analysis - analysing technical and commercial network options and considering the policy implications of decisions for the wider Carbon Capture, Usage and Storage (CCUS) programme;
- Leading the development and refinement of CCUS cluster plans working with DESNZ technical teams and external stakeholders ahead of final negotiations;
- Leading the Network Optimisation team's input into the policy delivery of Track 2 of the CCUS programme;
- Line and contractor management - planning resources to deliver key programme milestones;
- Strategic engagement and coordination - building relationships and working closely with teams across the CCUS programme to ensure their needs are met and that the Network Optimisation team provides sufficient input into other teams' deliverables.

- Excellent written and verbal communication skills, with strong stakeholder management experience;
- Outstanding interpersonal and communication skills, with the ability to tailor products to a range of audiences, including presenting complex messages/policy options succinctly and clearly to senior audiences;
- Capacity to take ownership and drive forward a policy area, demonstrating initiative and ability to form consensus on complex contentious topics;
- Experience working in a fast-paced environment and respond to rapidly shifting time-frames;
- An ability to take ownership of personal development and develop, manage, support and stretch themselves and others to deliver agreed goals and objectives at pace and to a high standard.
