The Role

The Estates and Facilities team has responsibility for the safe, efficient, effective development and management of the University academic and residential estate.

The role is to work with the Compliance Manager within the Estates and Facilities (E&F) team providing specialist advice and guidance on compliance including, but not limited to, asbestos, legionella, and fire safety.

To provide administrative and technical support to the Compliance Manager, you will work as part of a team providing an integrated Health and Safety service to the department, working with other professionals to promote a positive Health and Safety culture.

The Compliance Officer will develop and provide support for Estates and Facilities management software systems including Planon, MiCad, LARSS and all mobile device apps used by Estates and Facilities for monitoring compliance.

Key Accountabilities Provide administrative and specialist technical advice to Estates and Facilities, Professional Services, Faculties and outside agency representatives on all aspects of compliance and Health & Safety related issues Support the Compliance Manager in the development, implementation and management of compliance reporting procedures, including the electronic records and/or register ensuring data is accurate, appropriately recorded and regularly audited Work with the Compliance Manager to regularly review and update all Estates and Facilities documentation relating to the management of all compliance areas, including asbestos, legionella and fire compartmentation Manage compliance and Health and Safety related training for Estates and Facilities colleagues Support Maintenance colleagues in the management and reporting of all compliance matters relevant to their areas of responsibility Lead any long term maintenance projects associated with risk assessment remedial works; identify budgets and priorities for remedial works, which may need to be included in the long term maintenance plan Oversee the management of contractors ensuring legislative and professional standards are maintained, including the monitoring of performance and review the value for money of contractors and consultants Compile contract documentation, manage the tender process and ensure compliance with all University procurement policies Liaise with Purchasing Services in the appointment, renewal and conducting of performance reviews for contracted suppliers Lead on the specification, procurement and management of works associated with statutory compliance work Undertake the role of Principle Designer, when required, under the current Construction (Design and Management) Regulations. Including designing risk assessments, preparing pre-construction health and safety information and compiling health and safety files for completed projects
Work closely with Capital, Improvements and Maintenance colleagues to ensure the timely receipt of relevant documentation to allow risk assessments, surveys and records to be updated Prepare audit paperwork for consultants, contractors and service providers engaged to carry out health and safety related surveys, assessments or remedial works. Evaluate audit reports, assigning and managing actions ensuring actions are completed within required timescales Provide regular updates and reports to the Compliance Manager in order to enable them to report to the appropriate University Health and Safety Committee(s) Manage compliance related central contracts currently led by the Maintenance Team, including attendance to regular progress meetings Produce and circulate compliance related data reports (including statistical information) to enable the evaluation and monitoring of departmental performance against KPI’s

Person (Essential)

Knowledge, Skills and Experience Knowledge of asbestos management, the control of Legionella, water hygiene and awareness of other building statutory compliance matters A sound working knowledge of legislation relating to: Procurement, Asbestos, Legionella, Gas, Electricity, H&S, Construction design and Management, Fire Safety Wide knowledge of building services maintenance and/or construction experience of contract and project management Proven experience in estate compliance and a good understanding of Health and Safety Excellent communicator, both written and verbal Experience of computerised systems and their use within estates/facilities management environments and an understanding of relational database principles Proficient in the use of Microsoft Office software Project management experience Basic problem solving in computerised systems A desire to maintain and develo
