**Position**: Local Taxation Officer

**Hours**: 37 hours per week

**The Service**:
An opportunity has arisen within Revenues & Benefits, part of the Finance and Resources directorate. Revenues and Benefits provide essential customer and financial services to the residents and businesses of Portsmouth and are integral to the Finance and Resources directorate. The Local Taxation team manages the billing and collection of Council Tax. What is the post?
Reporting to the Local Taxation Team Leader, the Local Taxation Officer will administer council tax accounts, ensuring databases are accurately updated to reflect the collection and administration of council tax. Responsibilities include:
Dealing with a high volume of customer inquiries via correspondence and telephone.
Assessing requests for discounts, disregards, exemptions, etc.
Determining liability for council tax.
Negotiating payment arrangements and providing advice to customers facing financial difficulties.

Who is the person?

**You need to have**:
A good working knowledge of council tax is essential.
A good working knowledge of IT systems, with experience in the Northgate system being essential, and Enterprise experience being desirable but not essential.
The ability to demonstrate excellent customer service skills.
Good communication skills and the ability to converse fluently with customers in spoken English.
A good working knowledge of MS Office, including internet and online resource usage for information retrieval. Knowledge of updating records and accounts in a back office system is desirable.
Strong negotiation skills for advising customers on various issues, such as liability for council tax.
Experience working with internal and external customers, some of whom may not be satisfied with your recommendations. You will be required to review situations, make decisions based on legislation and local policy.
Flexibility to adapt to the evolving needs of Revenues and Benefits and the Finance and Resources directorate.
Awareness of others feelings, needs, and concerns.
