The Non-Executive Director will work within the unitary board of the ICB which has membership from our Trusts, Local Government and primary care and focusses, in particular, on the planning and delivery of NHS services and integration with Social Care.

The post holder will support to shape delivery of the functions, duties and objectives of the ICB, ensure that the board is effective in all aspects of its role, maintains strong governance arrangements and is focused on the four core purposes of the ICS. The Non-Executive Director will also work closely with the Chair on a range of issues including delivery of the functions, duties and objectives of the ICB including the effective stewardship of public money.

As an ICS, Leicester, Leicestershire and Rutland enjoys positive relationships with a strong collective vision to improve the health and well-being of our diverse population.

We are looking to appoint a Non-Executive Director who has a high degree of integrity and models compassionate and inclusive leadership. The postholder will forge purposeful partnerships across the LLR system and will support our Board as it plans and oversees improvements in the health of our local populations.

All members of the board will be required to comply with the Nolan Principles of Public Life and meet the NHS Fit and Proper Persons requirements.

The ICB serves a large and diverse population - from some of the poorest areas of the country alongside some of the most affluent. Leicester, Leicestershire and Rutland has a population of more than 1.2 million. Of these, around 370,000 people live in the city of Leicester, 780,000 in Leicestershire and 40,000 in the county of Rutland. We have three places; Leicester, Leicestershire and Rutland. Each has their distinctive characteristics as do some of the neighbourhood and communities within them. Our approach is increasingly to work at the most local level, often through our Primary Care Network, to deliver care in a manner which reflects local need.

**The independent non-executive member will**:
Take a particular interest in all matters relating to health inequalities (for both Children and Adults), public and community engagement, the Third sector and Carers.

Be significantly outward looking, forging purposeful relationships and engagement with relevant statutory organisations, third sector bodies and public groups.

Champion health inequalities, ensuring its importance is reflected in all the work of the ICB.

Collaborate with system partners to address health inequalities through a coordinated and collective approach.

Seek assurance on progress and actions to address variation in health outcomes.

Champion the many who serve as carers ensuring their voices are heard and appropriate support is in place.

Seek assurance that engagement with the public and carers is integral to all key planning and delivery processes.

Seek assurance that inclusive decision making is consistently followed in all key processes.

Provide the Board with regular updates, reports and assurance on relevant matters and oversee the preparation of an annual report setting out progress against agreed plans and objectives.

The Designate Independent Non-Executive Member will have areas of specific interest and responsibility which will be agreed with the Chair and the Board.
