Our Senior Fraud Hub Engagement Officers will be responsible for delivering on a programme of client and group specific stakeholder engagement and improvement programmes across England. The postholder will support and engage with organisations in improving their counter fraud response using a variety of methods including direct engagement, data benchmarking materials and other management information. The successful applicants will have a detailed knowledge of legislation and codes of practice relating to counter fraud work and will have experience of engaging with a wide variety of stakeholders, influencing performance in complex areas and demonstrating the ability to build relationships. Educated to degree level or with equivalent experience in a criminal justice environment, the successful applicant will demonstrate excellent written and verbal communication skills and the ability to run workshops and focus groups. The postholder will also be able to demonstrate excellent analytical skills to problems and developing practical solutions, demonstrating considerable forward thinking and initiative.

NPPV level 2 clearance will be required.

The Counter Fraud Authority has offices in London, Coventry and Newcastle and there is the opportunity for office based, hybrid or home working based at any of these locations. Working in the London area will attract High Cost Area Supplement where appropriate.

The postholder will be responsible for delivering on client and group specific stakeholder engagement and improvement programmes across the NHS in England. Undertaking collaborative engagements with individual health bodies and stakeholder groups, the postholder will facilitate and enable the sector to report on and comply with the Govt. Counter Fraud Functional Standard, develop and produce performance data and benchmarking reports, and will support the work within the NHS Fraud Risk Knowledge Hub.

Working across the NHS landscape with a wide range of stakeholders, they will ensure that the NHSCFA are at the heart of supporting and enabling an effective counter fraud response across the sector and is continually responsive to meet the needs of a changing counter fraud landscape and the needs of the NHS counter fraud community.
- Responsible for acting as the Single Point of Contact (SPOC) between the NHSCFA (National Health Service Counter Fraud Authority) and the local counter fraud community operating across the NHS - liaising with Directors of Finance, Audit Committee Chairs, Counter Fraud Champions, Local Counter Fraud Specialists, and counter fraud service providers operating within the sector
- Responsible for conducting collaborative engagements with senior (Director level) stakeholders, health bodies and the wider NHS counter fraud community, leading and influencing discussions around the development and improvement of the local counter fraud response, and identifying areas where NHSCFA can support and enable their counter fraud delivery
- Responsible for producing and presenting accurate management information and performance data in respect of counter fraud activity and outcomes across the NHS, including analysing and presenting information internally and to external stakeholder groups relating to all information drawn from the NHSCFA CRM (Client Relationship Management) system and data benchmarking processes, and reporting on progress to the Fraud Hub Engagement Lead
- Responsible for managing, co-ordinating and facilitating engagements utilising a variety of strategies to engage to maximise counter fraud performance with stakeholder groups, ensuring a consistent and positive approach is adopted
- Responsible for the development of risk-based criteria and scoring to determine specific targeted engagements and assurance actions to support improvement performance
- Responsible for undertaking research and analysis of counter fraud activity and performance across the NHS counter fraud landscape, and wider Public Sector counter fraud environment, in order to determine potential areas for the NHSCFA to provide support, advice and guidance
- Responsible for producing professional, objective and evidence-based reports, both health-body specific or as a result of thematic assessment and presenting them to senior officers in NHS Commissioner/Provider bodies and any qualified private provider as well as senior stakeholders, both internal and external.
- Responsible for devising, managing, and delivering stakeholder workshops and presentations to audiences at all levels of seniority relating to the work of the Fraud Hub, or NHSCFA activity in general
- Support the timely definition, review, and refresh of the NHSCFA stakeholder map, contributing to identifying specific needs and requirements for identified groups nationally, to support and facilitate future engagement
- Contribute to the development, publication, and promotion of the Government Functional Standard 013 for counter fraud nationally within the NHS,
