**PURPOSE OF THE POST**:
To provide Financial Investigation support relating to Intellectual Property crimes in support of the Police Intellectual Property Crime Unit’s (PIPCU’s) Control Strategy and the IP Counter Infringement Strategy.

The postholder will work alongside the operational teams in the PIPCU to complete effective financial investigation in relation to asset recovery, primarily conducting POCA cash seizure investigations and intelligence development to assist operational capability in this area.

**MAIN DUTIES AND RESPONSIBILITIES**:
1. Monitor PIPCU referrals for POCA opportunities obtaining orders and warrants in accordance with appropriate legislation and policy.

2. Ensure criminally derived assets are forfeited in accordance with legislation and policy.

3. Work in partnership with other agencies to prepare, submit and complete case files including attending court and presenting evidence and evidential statements.

4. To attend multi-agency case conferences/meetings as a representative of the PIPCU.

5. To plan operations in line with the organisational policing plan including the incorporation of effective risk assessments.

6. Conduct and manage the closure of investigations in line with the relevant investigation policies, legal requirements, and within the required timescales.

7. To interview victims, witnesses and suspects in accordance with the appropriate legislation and procedures.

8. Once achieved, ensure FI accreditation is maintained

9. Review data from the IWL on a monthly basis looking for websites that have been logged as having some sort of payment acceptance facility. Identify what facility is available (eg PayPal) and take the correct steps to have them closed down so the site can no longer accept payment through these means.

10. Advise any officer in Department on FI procedures and processes.

11. Engage with payment providers to increase the submission of reports and gain better understanding of the financial reporting processes.

**Mandatory Duties**

**Skills**

1. Ability to maintain the highest levels of integrity, discretion and confidentiality.

2. To be (or willing to be) an accredited Financial Investigator with Confiscation powers.

3. Excellent analytical and research skills to gather and interpret complex data and provide accurate key findings and recommendations that assist in decision making.

4. Ability to manage and evaluate crime and intelligence data to ascertain value and record or disseminate as appropriate in accordance with the correct handing guidance.

5. Able to identify and develop trusting relationships with a variety of stakeholders to collaborate and ensure that their needs and concerns are fully understood and responded to in an appropriate way.

6. Excellent report writing skills to provide key and/or technical information in plain English to assist decision making that is both clear and auditable and a proven ability to present information in a clear and concise fashion in both an oral and written format.

**Knowledge**
- Understanding of Proceeds of Crime Act and Criminal Finances Act legislation

2. Understanding of national intelligence policies and procedures, including the National Intelligence Model.

3. Knowledge and adherence to relevant legislation affecting police and data sharing of police intelligence and information, including but not limited to MOPI, CPIA, ECHR, IPA, GDPR, and DPA

4. Detailed working knowledge of IT software, including Microsoft Word, Excel and Power Point

5. It is desirable to have knowledge (and experience of) working within the national economic crime landscape, in particular fraud investigations and intelligence, and/or cyber-crime.
