Overview:
Procurement is much more than buying what the public sector needs and balancing cost, quality and time considerations. It is also about ensuring that the Government uses its collective spending power to deliver social, economic and climate-related outcomes aligned to Scotland's National Performance Framework, with a particular focus on boosting an inclusive and green economic recovery and longer-term wellbeing.

Scotland is recognised worldwide for its progressive approach to sustainable procurement. Procurement legislation, policy and practice are increasingly seen as important levers to deliver wider policy objectives, supporting the Government's ambitions.

**Information about the Role**

The post is based in the Policy Branch of the Scottish Procurement and Property Directorate. The work of the Branch is varied, fast-paced and high profile, and involves regular contact with Ministers and senior stakeholders across the Scottish Government and wider public, private and third sectors.

The post-holder will work in a supportive team at an exciting time and will have the opportunity to help shape and develop world-leading public procurement legislation, policy and approaches for Scotland.

Our team are responsible for developing and maintaining a framework of innovative and sustainable procurement policy and legislation that supports the Scottish Government Purpose.

Current priorities include maximising the impact of procurement on delivering an inclusive and green economic recovery and longer-term wellbeing; and building our evidence base to track and continuously improve performance. This includes exploring innovative options and flexibilities that may exist within our regulatory environment to underpin our priorities and aspirations; engaging with a diverse stakeholder network to develop and test potential approaches; supporting public bodies across Scotland in mainstreaming sustainable procurement decisions and taking action to embed fair work, climate and place-based considerations into more contracts and supply chains; and developing and maintaining our strategy and reporting obligations.

**Responsibilities**:

- Developing guidance and support mechanisms to enable the wider public sector to achieve Scottish Government policy priorities through public spend. This will involve working in partnership with colleagues across the Directorate, the wider Scottish Government and a range of external stakeholders.
- Supporting, and where appropriate leading, reviews and analysis activities, informing and developing proposals to continuously improve the development and implementation of procurement policy and improve ways of working.
- Preparing and contributing to relevant Ministerial Correspondence, Parliamentary Questions and event briefings, often at short notice to tight timescales.

**Essential Criteria**

1. Evidence of developing or implementing public policy, ideally in a public sector procurement or commercial environment, or demonstrating an understanding and engagement with procurement.

2. Strong analytical skills, preferably with experience of researching, monitoring and evaluating complex policies, and communicating findings in a clear way to different audiences.

3. Good communication and interpersonal skills - both written and verbal - with the ability to interpret complex and/or technical information accurately and present it in a concise, consistent and engaging way, and with experience of working collaboratively with colleagues and stakeholders.

4. Ability to work autonomously, delivering objectives and outcomes in a fast-paced environment; and demonstrating strong planning and organisational skills in managing challenging workloads and competing deadlines, whilst being able to respond flexibly to changing priorities.

- This role sits within a specialist team and requires commitment towards continuous professional development. This may include a commitment to attaining a suitable accreditation and/or targeted training programme once in post.
