Within Finance, our role is to strategically advise Service areas on all financial matters in the wider organisational context, while also supporting them to set and manage their budgets effectively, along with monitoring the delivery of cost savings and efficiencies as we deliver our programme of business change. We operate a business partnering model, ensuring that our finance team most effectively supports and facilitates a specific service area, as a core part of their leadership team.

About the role

The Head of Finance for Children’s Social Care and Special Educational Needs and Disabilities (SEND) is a particularly critical role, with these service areas handing large budgets, often with the challenges of managing variable service demand which can mean high levels of fluctuation in spend. In addition, the Council is currently entering into the third year of a 5 year recovery plan as part of the DSG Safety Valve agreement, so this role will provide high level support to this high profile project. The role will lead a team of Finance Business Partners, each aligned to the service areas, to provide high quality support and financial advice to service directors. The postholder will have a leading role in the following areas:

- Strategic financial management and advice to the Children’s Social Care senior leadership team
- Operational accountancy requirements as part of the business partnering model, including monthly monitoring, budget build and year end processes
- Supporting the Medium Term Financial Forecast process for the service area
- Performance Management and Reporting
- Driving the transformation agenda and providing financial information and modelling to support the delivery of projects within the Service
- Leading the financial support to the recovery plan in place to deliver in line with the DSG Safety Valve agreement

Key areas of the role include:

- To provide strategic advice to the Cabinet Member for children, young people and families, the Director of Childrens Services and their management team, the Corporate Director of Finance and other members of CMT as required
- To work with the senior leadership team in Children’s Social Care and SEND to ensure that they set their budgets appropriately in line with the projected service demands
- To lead a team of Finance Business Partners for these service areas, ensuring that budget managers are facilitated to undertake robust financial forecasting processes on a monthly basis, and that variances and risks are reported in a timely manner
- To provide strategic financial support into the delivery of the Medium-Term Financial Forecast (MTFF) for the service areas, ensuring they remain on track to deliver their annual plan
- To provide the strategic direction for finance across these service areas, ensuring that all financial opportunities are maximised
- To advise the Director of Service Finance (Deputy S151) and Corporate Director of Finance (S151) on funding, financial management and accounting requirements ensuring that the service areas comply with any grant processing requirements in a timely manner and that we ensure that all grants the Council are eligible for are applied for and received
- To advise and support Members on all relevant service matters, including advising on financial aspects of legislative developments, supporting policy proposals, writing and commenting on reports, and attending Member meetings as required
- To represent the Council at relevant external forums as required

About you

We are looking for a financial professional who brings a proven track record in finance business partnering at a senior level within the local authority, or similar environment. You will have significant experience of supporting either Children’s Social Care or SEND environments with a strong understanding of the finance demands on these service areas. Finance business partnering will be second nature, with the ability to become deeply embedded within the leadership teams of your service areas.
