Intelligence Techniques Senior Specialist

**Salary**: National ranging from £51,200 to £58,000 and London from £56,400 to £63,000

The team/department

The department works across the FCA, providing specialist financial crime support to Authorisations, Supervision, Enforcement and Market Oversight. Intelligence also represents FCA interests externally to the wider crime and security community, including law enforcement and helps shape multi-agency campaigns against criminals in the regulated sector as well as wider economic crime policy. Intelligence also leads on sustaining international engagement with law enforcement agencies overseas. This will provide context for how the role fits into our wider work.

In this specific role you will be part of the Operational Support Team delivering Covert Human Intelligence Source Undercover Online Only (CHIS UCOLO) and Open-source intelligence (OSINT) outcomes within the legislative parameters of Regulation of Investigatory Powers Act (RIPA) and the criminal justice system with all the assurance and oversight requirements that brings.

What you will be doing (the role)- Providing support and advice to internal customers on the use of specialist intelligence/investigative techniques and capabilities with a particular focus on CHIS UCOLO and OSINT- Developing and maintaining relationships with key internal and external partners providing specialist resources in support of FCA criminal investigation activity- Provide specialist intelligence development capability and day to day (handling) management in relation to Relevant Source / CHIS UCOLO deployments and OSINT. Including the subsequent dissemination of such intelligence- Provide relevant legislative assurance to ensure activity is compliant with the requirements of CPIA, RIPA and other relevant legislation- Working across the team help to develop key performance indicators (KPI’s) for its work and then deliver management information to track delivery against those KPI’s and FCA objectives

The skills and experience you will have

Minimum- Experience of working with OSINT (Longarm), Relevant Source (UCOLO) and Human source intelligence (HUMINT) within a specialist intelligence/investigation environment- Experience of working within the legislative parameters of the Regulation of Investigatory Powers Act (RIPA) 2000, the Criminal Procedure, and Investigations Act (CPIA) 1996 and associated legal and best practice parameters

Essential- Experience of working within the criminal investigations/intelligence arena within the UK Criminal Justice System- Ability to manage UCOLO / Relevant Source, OSINT taskings and associated issues, including knowledge and/or experience of the issues linked to the deployment of such- Strong communications skill - orally and in writing- Strong relationship management skills to build and maintain effective working relationships with colleagues within the team, other business units and with external partners- The ability to make logical and timely decisions, cutting through complexity and seeing the big picture to achieve outcomes in both formal and informal teams- Broad knowledge of and experience in a legislative compliance / assurance role- CHIS Handler experience / qualification (RIPA Sec 29(5)a)- Robust, self-motivated and a good team player- Ability to work well under pressure and to deadlines
