As a **Senior Land Access Officer **at HS2, you will act as the focal point between HS2 Delivery teams, Engineering Ground Investigation, Design and Environmental PSCs and Land Referencing PSCs to coordinate access requests to secure timely access to land to enable survey activities to proceed in accordance with the wider hybrid Bill and construction delivery programmes.

**About the role**:

- Receive access requests from Area Delivery Teams, GI Team, and Utilities Team. Engineering Design and Environmental PSCs and others;
- Work with PSC to ensure access to land is secured in time for survey activity (for ecological, environmental and ground investigation assessment) to proceed in accordance with agreed programmes;

- Ensure PSC payment schedules are delivered in a timely manner; escalate complaints for late payment to the Access Payments Officer;
- Record and report progress of access as directed;
- Provision of ownership information as directed;
- Escalate priority access locations to PSC;
- Assure the access data provided by PSC as part of the upload process to LRdb, eB and gViewer;
- As part of the Land Assembly Team, respond to enquiries from within HS2 and from external stakeholders on access and land ownership matters in a timely manner;
- Instruct the PSC teams in relation to new licences for EAA and GI purposes, liaise with Environment and construction teams to confirm if licence agreements are required and prioritise any sites required for survey works.
- Instruct and undertake weekly licence evaluation with PSC teams and manage prioritisation of agreements to be returned.
- Instruct and undertake a complete review of GI payments and train, instruct and manage temporary staff to be familiar with HS2 systems and be able to carry out this exercise.
- Meet with third party landowners in relation to access requirements.
- Undertake weekly data assurance checks of spatial submissions to ensure this is being reported correctly and shown correctly on HS2’s systems.
- Attend weekly control board meetings and manage and prepare slides and supporting information for Board reports.
- Manage and undertake training sessions with internal and external stakeholders in relation to submission of correct data for survey information collation and the Land Access licencing process and protocols.
- Instruct, manage and supervise the more junior Land Access Assistant and PSC staff who support the department and provide training in relation to the job requirements and HS2’s systems.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.

**Skills**:

- Ability to produce documents and present them effectively to a variety of stakeholders.
- Ability to coordinate groups of stakeholders to agree requirements;
- Programme management skills and the ability to ensure deliverables are provided within time, cost and quality criteria.
- Technical skills such as GIS and geographical / environmental awareness.
- Computer skills, including using MS Office, Excel or equivalent

**Knowledge**:

- Experience in management of infrastructure and construction programmes;
- Experience in surveying, land access and land referencing.
- Understanding of land and property ownership and occupation rights.
- Experience of working with finance, including processing payments for a range of services.

**Type of Experience**:

- Experience of compiling and analysing data using Excel (or equivalent), GIS and database reporting tools;
- Experience of operating within a project/programme environment;
- Experience of developing effective relationships and delivering complex projects to challenging timescales.
