**Main Purpose**

Provide leadership and line management for infrastructure, permanent way and signal maintenance, facility, and station property teams on mainland and Island Line. Ensure all teams and contractors at the locations complete all activities safely, sustainably, and in compliance with all relevant SWR policies and procedures. Accountable for meeting all specified targets, ensuring the team and site-specific plans are in place to deliver company and directorate strategies and business plans. Ensure all plans and strategies are effectively communicated, monitored, and delivered.

Support the wider engineering team and business in delivering their plans where they are reliant upon the accountabilities of this role, ensuring safety is high priority and safety concerns are dealt with promptly. Undertake on call duties as directed.

**Principal Accountabilities**
- Ensure all statutory legislation, company safety policies and procedures are rigorously applied, followed, and monitored.
- Provide line management and leadership of all colleagues within own organisational structure and wider Engineering and Infrastructure team where required.
- Ensure Island Line infrastructure is maintained to the Network Rail Standard: TRK001 (or relevant successor standards)
- Ensure Island Line Signal and Telecommunications infrastructure are maintained to the Network Rail Standard: L3/60014 and NR/L3/SIGELP (or relevant successor standards)
- Ensure Island Line traction, conductor rail and infrastructure current sub stations are maintained to the specified Network Rail standards NR/L2/ELP (or relevant successor standards)
- Accountable Professional Head for Island Line track and/or signalling infrastructure and equipment (either this position or identified position in team depending on experience and qualifications)
- Ensure maintenance of the infrastructure, plant, machinery and assets; including planned, unplanned, routine and overhaul is managed and is completed to applicable policies, procedures, and maintenance manuals
- Ensure facilities (depot, station, Island Line) PPM and lease obligations are understood and meet either SWR or NWR liabilities as per depot leases
- Engage with Network Rail and other agencies at all levels as required
- Ensure input and output targets are met for all activities, ensuring the optimum use of resources
- Ensure staff are trained and competent to carry out their roles and responsibilities effectively and safely, to ensure that safety critical competencies are maintained
- Meet financial budget, ensuring all risks and opportunities are identified. Ensure budgets are reforecast at out-turns.
- Ensure certification is maintained for ISO 9001, 14001, 18001, 44001 and 55001 at each location, as applicable
- Deliver objectives to align with the Business Plan and any other strategy in place
- Perform initial investigations of performance and safety incidents (operational, occupational, technical) quickly and effectively, ensuring the outcome are recorded and reported as per procedure
- Deliver at least thirteen safety tours per year
- The role holder shall make decisions regarding all spending within the scope of the role, relating to the fleet, operational interface and incident recover
- The role holder must seek Director's authorisation for decisions regarding spend outside the scope of the role and decisions with a cross functional impact
- Any other reasonable area/activity as notified in writing from time to time

**Minimal Requirements**

**Specific experience, knowledge and qualifications**:

- Educated to degree level, or significant proven railway infrastructure, permanent way and signalling experience acquired from and Apprenticeship or similar workshop training.
- Holding current competencies and/or Chartership to assume Professional responsibilities for track or signalling equipment maintenance and operation (discipline dependant).
- Understanding of permanent way, track and signalling systems.
- Good knowledge of statutory health and safety requirements.
- High level of numeracy, literacy and communication skills.
- Understanding of legislative policies and procedures.
- Experience of investigations and recovery techniques.
- Excellent consulting and negotiation ability.
- Ability to analyse and interrogate data.
- Proven ability in dealing with employee and industrial relations issues.
- Experience with dealing with Network Rail.
