Your new role

We have an exciting opportunity for an Operations Manager to be a key role in leading National Highway’s engagement and collaboration work with High Speed 2 Phase 1. This is a challenging yet rewarding role that will see you successfully lead on the operationalinterfaces with the Strategic Road Network.

You will promote and develop effective and collaborative relationships with HS2 Ltd, HS2 suppliers and DfT (our key stakeholders). Your communication and leadership style will bring people together and help to influence outcomes, mitigate risks and protectHighways England’s reputation in the context of our Licence Obligations, Corporate Imperatives and Road Investment Strategies.

This Birmingham based role will require a degree of flexibility as there will be regular travel between National Highways, HS2 Ltd., HS2 suppliers and stakeholder offices. The role may include line management responsibilities.

What you’ll be leading on
- Developing and maintaining strong collaborative relationships with the Senior Operations Manager, National Highways functional leads and other key internal and external stakeholders
- Influencing HS2’s thinking and proposals to ensure the impact on the SRN from works proposed by HS2 is minimised
- Setting NH’s operational requirements for this 3rd party development and ensuring compliance with same
- The operational review of HS2’s Consent submissions and supporting documentation
- Ensuring that the impacts of HS2’s works on the strategic road network are assessed and mitigated as far as is possible
- Engagement with HS2 Ltd and HS2 suppliers on the development of Traffic Management proposals and arrangements ensuing compliance with NH’s operational requirements, standards and policies
- Managing interfaces with HS2 Ltd proposals to ensure coordination with NH led schemes across Major Projects and other NH directorates
- Engaging with HS2 Ltd and HS2 Suppliers through the Traffic Liaison Groups (TLGs) and related working groups

To be successful you’ll need
- A strong understanding of relevant technical policies and standards
- Relevant legislation, practices and policies for health, safety and wellbeing in Construction
- Experience in Highways Construction / Maintenance / Operation
- Excellent stakeholder management and communication skills
- Drive, resilience, focus and energy with high level of emotional intelligence
- A strong customer focus
- Valid /Clean UK driving licence

In RIP we represent National Highway’s interests in dealing with the safety, customer and operational impacts of major infrastructure projects delivered by other public and private sector developers of National significance - currently the High Speed 2 Programmes.

HS2 Phase 1 Programme

Our role mainly involves
- Discharging National Highway’s obligations - Statutory, Licence, HS2 Phase 1 Act and the HE / HS2 Ltd Memorandum of Understanding
- Ensuring that National Highway’s safety, technical, customer service, operational and maintenance requirements are incorporated into HS2’s proposals
- Processing HS2 consent submissions within agreed timescales
- Ensuring the HS2 highway works are built to the agreed Consents.
- Continuing engagement to ensure HS2’s proposals can be supported by National Highways
- Agreement of HS2’s contributions to the costs of the required SRN works,

National Highways and third-party costs
- Assurance of HS2 works pre and during the delivery stage
- Acceptance of new and modified highway assets into the SRN
