The EPRR (Emergency Preparedness, Resilience & Response & Site Team Support Officer role is firstly to assist the 'Clinical Operations Manager & EPRR Lead' in the delivery of the Emergency Preparedness Resilience and Response (EPRR) standards to ensure the Trust can provide services to its patients and meet its obligations to other stakeholder organisations.

The post holder will also support the Clinical Operations Manager & EPRR Lead, working with the Site Team, carrying out day to day flow and administrative duties.

The main duties of the Emergency Preparedness, Resilience and Response (EPRR) officer are:

- Supporting the Accountable Executive Officer (AEO) for Emergency Planning to provide robust EPRR process for the Trust.
- Supporting the AEO in the development and review of all the EPRR plans and polices to comply with the National EPRR Core Standards.
- Support in the development of the Trusts Winter Plan working with Directorate colleagues, the ICB and other partners.
- Attending the Emergency Planning Steering Group.
- Supporting the AEO throughout the annual accountability process against the National Core Standards to provide assurance to NHS England.
- Provide training and guidance to staff and departments in line with existing and future NHS guidance and best practice.

Further to this, the Site Team Support role duties will include:

- Supporting the site team with day to day flow
- Covid-19 data inputting
- Arranging patient repatriations between hospitals and relevant auditing
- Incident investigation support
- Leading the on call rota organisation
- Site team administration support
- Roster building and management

The Site Team consist of Clinical Site Managers, Clinical Support Workers, Workforce Coordinator and the Clinical Operations Manager & EPRR Lead. This role offers an opportunity to work in a dynamic and proactive team.

The role is to assist the EPRR Lead in the delivery of the Emergency Preparedness Resilience and Response (EPRR) agenda to ensure the Trust can provide services to its patients and meet its obligations to other stakeholder organisations.

The post holder will need to be able to rapidly develop positive working relationships with both internal and external colleagues in order to support them to deliver and ensure that progress tracking and updates are received at specified timescales.

To work with key Trust staff and emergency planners across multi-agency organisations.

The post holder is required to provide the primary administrative and programme support within the team, including establishing systems and procedures to do this in the most effective and efficient ways. They will be providing project planning support and management of simple projects, preparing, analysing and presenting data and information.

This will require the forming of good relationships with a range of stakeholders across the organisation and being confident in following up with them for updates and progress tracking.

The post holder will assist in providing EPRR training, management and support to various staff throughout the Trust, ensuring that robust systems are in place. This involves assisting individuals, departments and business units Trust wide, to assess their capabilities to respond to a range of emergency situations and, where necessary, support them to develop and improve through plans, training and exercise. Also to support teams, services, sites and the Trust in coordinating responses to a range of emergency situations.

This role will include work across a range of incidents or events including, but not limited to:

- Business Continuity Incidents
- Major Incidents
- Chemical, Biological, Radiological and Nuclear (CBRN) / Hazmat
- Site Lockdown
- Severe Weather
- Loss of Ward/ Department.

The post holder will advise the Trust on EPRR planning and business continuity and develop, deliver and monitor systems to ensure the Trust is able to provide an effective emergency response.

The post holder will assist in organising, supporting and delivering education and training on all aspects of resilience and emergency planning to a wide range of staff ensuring compliance with the NHS England Core Standards and Civil Contingencies Act 2004. This will include the design and delivery of a wide range of exercises to ensure that existing plans and arrangements are fit for purpose.
