**The Purpose of the Role**:

- Reporting to the GLO/Horizon IT Director, the Head of Horizon Commercial & Contract Management leads the Horizon Commercial & Contract Management Team and accountable for the strategic direction for all Horizon (Front Office) commercial and contract management matters.-
**Principal Accountabilities**:

- Work with the IT General Controls (ITGC) Team to establish robust, auditable, and efficient controls, remediation plans and processes for managing Horizon Suppliers.
- Accountable for the end-to-end management of the Horizon Contract; ensuring contractual changes do not pose a financial, commercial, or reputational risk to the Post office.
- Assure the Horizon Services provided by third parties using POLs supplier management controls, identifying obligations that are not met, logging these as a risk and addressing these where identified.
- Support the ITGC team to invoke contractual audit provisions within the existing Horizon system.
- Provide strategic commercial recommendations to ITLT, GE & Board in order to drive value and deliver the best service possible to our Postmasters.
- Accountable for a smooth exit of Horizon Services, whether this be in house or to the next provider.
- Advise on IT contract best practice, feeding IT requirements into POL supplier & contract management policies and frameworks.
- Work alongside IT Procurement colleagues to assist with developing statements of work (SOWs) and understand any current requests for information (RFIs), requests for quotations (RFQs) and requests for proposal (RFPs) that are in the pipeline.

**Qualifications, Experience & Skills**:

- Educated to degree level or equivalent.
- Ideally iACCM, CIPs or other legal qualification.
- Experience of ITIL (in particular, Supplier & Contract Management).
- Extensive knowledge of negotiating strategies, methodologies, and contract management best practice.
- Demonstrable skills in managing complex IT Contracts for public and/or private organisations.
- Experience of undertaking supplier assurance work, ideally within a regulated environment.
- Demonstrable skills as a self-starter, with the ability to shape and define own work with the goal of problem-solving complex IT contractual issues.
- A confident written and verbal communicator, able to clearly articulate ideas to non-technical & commercial audiences and work effectively with non-technical colleagues and business executives.
- Confident in challenging others, whilst at the same time maintaining and building a professional relationship.
- An ability to remain calm, professional, and decisive when in intensely pressurised situations.
- An ability to work with ambiguity whilst making decisions that are commercially sound.
- Practiced at identifying contractual & commercial issues and risks; ability to manage a commercially viable offering to our Postmasters.
- Solid understanding of Public Contract Regulations that will influence contracting approach and vendor behaviour.
- Good general knowledge and understanding of commercial trends and challenges across IT, gained through project and delivery experience.
