Overview

Digital Business Services (DBS) is a pivotal part of the Group with 60k+ FTE across 60+ markets. DBS consists of several functions, including Technology, Operations, Data, Cyber Security, Procurement, Corporate Services, and Transformation. DBS provides essential operational and technical support to our global businesses and global functions.
- The Chief Control Officer Digital Business Services role will drive, transform and strengthen our control foundations by providing a first-class controls service to our global businesses and global functions
- The role holder will be a trusted advisor to the DBS functions and will be accountable for overseeing Risk Management across DBS. This will include the implementation of risk and control related global policies and frameworks.
- The Chief Control Officer DBS role will be accountable for the continuous reassessment of our risk and control environment.
- The role holder will directly manage a team of executives that support specific DBS functions.

Performance:

- This role will report directly to the Deputy Group COO with accountability for the strategy, cost and performance of the DBS Chief Control Office organisation.
- Implement a globally consistent Operational Risk Management Framework across DBS, with a set of standardised risks and controls
- Partner with DBS Functional Heads to improve control effectiveness and reduce manual controls / processes
- Partner with Global Business CCOs and Heads of Non Financial Risk to implement best practice across 1LOD
- Ensure operational and risk management best practices are identified, defined and implemented across DBS in collaboration with Global Risk
- Co-ordinate and manage senior regulatory interactions
- Understand and effectively manage the diverse risk management requirements of HSBC whilst driving increased quality of services across the DBS Functions

Transformation:

- The Chief Control Officer DBS role will shape the vision and lead the strategy for the DBS CCO function globally
- Lead the overall CCO operating model work across the enterprise, driving simplification and challenging the status quo
- Oversight of key risk programmes such as Operational Resilience
- Digitise and automate the CCO function through the use of trending and insight analysis
- Work with Technology and Data & Analytics Office in defining the tooling and technical architecture that will support Operational Risk Management and Operational Resilience
- Work with the 2LoD to continuously improve and identify further enhancement and/or simplification opportunities

Stakeholders:

- Effectively manage stakeholder relationships across Global Businesses, Global Functions, DBS Functions, Regions, the CEO Office and Board to drive DBS risk priorities
- Collaborate with Global Risk & Compliance and Global CCO Functions through community to ensure commonality and consistency of approach and solutions
- Build relationships with key regulatory stakeholders to deliver internal and external regulatory requirements
- Co-ordinate and manage relationships with internal and external audit stakeholders

Leadership & Teamwork:

- Active and engaged member of the DCOO ExCo, providing risk and control thought leadership
- Management of a Risk and Control shared service operation (c. 400 FTE) to provide risk management services to the DBS Functions
- Ensure that the team is adequately resourced and skilled to meet the demands of the organisation and drive alignment across the DBS Control Functions
- Drive a high performance culture across DBS CCO teams, through delivering standards, collaboration and effective people interaction
- Engaged and inspirational team leadership and management of direct reports, including effective performance management, talent management, succession planning and employee engagement
- Drive ‘Diversity and Inclusion’ agenda throughout CCO by building a connected and collaborative CCO Workforce

Requirements
- Demonstrated knowledge of technology development and infrastructure and how this can be used to meet business needs
- Comprehensive knowledge of the global external environment (risk, regulatory, political and market)
- Demonstrated experience of leading a complex, global unit including defining and implementing strategy, delivery of major business transformation and leading a culturally diverse team
- Demonstrated experience in a Risk Management domain
- Ability to quickly identify, assess and manage risks across a diverse range of functions/areas
- Proven ability in financial/analytical reasoning, including being able to contextualise financial data into business activities and conclusions
- Excellent written and verbal communication skills at all levels of management, with strong attention to detail
- Excellent ability to build relationships by communicating, influencing and negotiating effectively with senior executives, non-executives, regulators, third parties and internal
