**Your new role**

In this role you will be pivotal in enabling the timely, efficient, safe and customer focused delivery of the programme through development and delivery of a risk and change management governance framework and the enhancement of National Highways’ risk management capability.

This opportunity is based in the south region and due to our hybrid working approach, we support the post holder to be based at either our Bristol, Guildford, Bedford, or Birmingham offices.

An informal blended working approach has been adopted for many of our roles across National Highways. **What you’ll be leading on**
- Developing and maintaining strong, collaborative, working relationships with RIP Senior Leadership Team, Programme Management Office (PMO) management team and Programme delivery teams.
- Working with the PMO, Programme and Project teams and wider Major Projects directorate to develop and deliver the Risk and Change management strategy
- Leading the development and implementation of Risk and Change management tools and systems at a Project, Programme and Portfolio level, to drive measurable results, working with external consultants where required to embed new corporate wide systems and tools.
- Ensuring that appropriate project and programme risk mitigation plans are developed, risk owners are appointed, and these plans are maintained and implemented.
- Chairing the Programme’s Risk and Change boards, reporting into the Director of Programme Office and the Programme Board, communicating the impact of changes to internal and external stakeholders, and providing scenario analysis.
- Supporting Directors, Project Managers/Sponsors and their teams through the provision of programme and project analysis, identifying and reporting emerging issues and trends in performance and behaviours related to Risk and Change management.
- Lead the provision of professional and technical guidance and advice for Risk and Change management across the Programme, to develop capability and to support colleagues in delivering their objectives.
- Identify and propose appropriate management interventions and improvement strategies at project and programme levels, continuously improving capability, behaviours, culture, tools, processes, and systems related to Risk and Change management.
- Lead, motivate and develop the core team of Risk and Change managers and the extended risk manager and champion community within RIP.

**To be successful you’ll need**
- Demonstrable experience of working in a complex programme environment with diverse risk scenarios
- Experienced in driving change programmes specific to embedding Risk management processes, tools, systems, and people capability
- Demonstrable experience of leading and managing teams at a senior level in project and programme environment
- Demonstrable evidence of continuous personal professional development including experience in Project, Programme & Portfolio Offices (P3O) management
- Track record of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes. Functional / Technical Skills
- Skilled and experienced in Project and Programme Management methodology and techniques (APM, PRINCE2, MSP) along with risk management qualification and experience in reporting on QRA.
